Save the Children is seeking a expressions of interest or proposals to lead an evaluation of GADRRRES’ progress towards achieving its primary goal of strengthening global CSS implementation, based on the recommendations from the 2020 C&A-funded study related to the implementation of the revised CSS Framework and agreed measurement framework; learning from evidence-based best practices; enabling ongoing evaluation of global progress related to school safety and to increasing the influence and profile of the GADRRRES Alliance. Monitoring and evaluation will cover both GADRRRES organisational development objectives as well as Strategy and Workplan, and the success of these programme activities in contributing to those. It will include reflection workshops with the GADRRRES Steering Committee, and it will look specifically at the effectiveness of the following programme outputs as appropriate:
– Digital learning resources
– Coaching and mentoring programme
– Delivery of the revised advocacy strategy and increased engagement with CSSF via GADRRES website
– CSS Policy Monitoring Survey (esp. as an accountability tool for countries)
– Accessibility of guidance materials in online repository
This evaluation initiative is expected to examine and assess the Alliance’s approaches and strategies in undertaking its initiatives and provide recommendations to sustain the global momentum for school safety.
In this consulting assignment you will:
With the support and steer of Save the Children Australia and the GADRRRES Secretariat, the Consultant is expected to complete the following key activities and successfully deliver the required outputs:
1. Review the C&A-funded study report in 2020 (Twigg, J., 2020) and related GADRRRES documents (i.e., priorities and strategies, Theory of Change, program matrix; CSSF Advocacy Strategy);
2. Develop a methodology for evaluating or assessing GADRRRES’ progress in relation to its identified priorities and goals for 2023 – 2025.
3. Using the 2020 study report as a baseline, conduct both a midline assessment that looks at the progress of implementing the recommendations in the 2020 report and an endline assessment of the Alliance’s progress against the work plan and then deliverables in fulfillment of the workplan.
Formulate recommendations to GADRRRES for the next steps in advancing school safety globally.
