Senior Manager, Strategy, Procedure, and Innovation – GL E

The Global Fund aims to accelerate the end of AIDS, tuberculosis (TB) and malaria as epidemics. We invest more than US$4 billion a year to support programs run by local experts in countries and communities most in need. Since 2020, through the COVID-19 Response Mechanism (C19RM), additional funding has been made available to support countries to mitigate the impact of COVID-19.
As part of our mandate to fight the three diseases, the Global Fund plays a leading role in global markets for medicines and technologies that prevent, diagnose, and treat HIV, Tuberculosis and Malaria. Every year, more than half of the Global Fund’s investments is used to procure key health products, ensuring they are available to those who need them most.

As one of the biggest health product procurement entities in the public sector, investing nearly US$3 billion in health products and equipment procurement, the Global Fund is uniquely placed to drive equitable access to quality-assured health products, services and innovations through its Supply Operations department.

Supply Operations, collaborating across the Global Fund Secretariat, is responsible for the Global Fund’s market shaping activities and the overall management of health product sourcing, procurement, quality assurance and supply chains.

The NextGen Market Shaping framework was adopted as part of the Global Fund’s strategic cycle 2023-2028. This framework outlines a set of interventions, including three strategic pillars at the core of the approach, which aim to (1) shape innovation and accelerate health product introduction at scale; (2) promote regional capacity building for manufacturing and procurement; (3) drive environmentally sustainable procurement and supply chains.

Interventions include, among others, the implementation of market shaping tools to accelerate the scaled introduction of new health products and to support regional capacity building through partnerships; updating key policies to accelerate the progress and outcomes.

The Supply Operations Strategy, Procedure & Innovation team is responsible for leading the implementation of the NextGen Market Shaping approach, through design and delivery of a Strategic Investment, broader market shaping interventions and partner collaborations, and lead Strategy and Procedure updates across Supply Operations.

Reporting to the Head of Supply Operations, the Senior Manager, Strategy, Procedure & Innovation (SPI) leads this work, coordinating across Supply Operations and the Secretariat as well as externally with partners.

The role oversees the implementation of the agreed interventions, including the operationalization of the updated Quality Assurance and Procurement policies approved by the Board. The role also leads Supply Operations’ update on governance matters vis-à-vis the Board and Board committees, coordinates Supply Operations participation in external relations and donor engagement, and represents the Global Fund in relevant working groups and high-level meetings.

Key Responsibilities

In support of the Head of Supply Operations, the Senior Manager, SPI is responsible for the following activities and tasks as assigned.

Market Shaping, Innovation and Sustainability

  • Ensure Supply Operations contribution to the Global Fund’s 2023-2028 strategy implementation and its 10 change priorities in coordination with Strategy Policy Hub, Strategic Investment & Impact Division, and other relevant Departments/Divisions across the Secretariat.
  • Lead implementation of the NextGen Market Shaping Framework as part of the Global Fund’s 2023-2028 strategy implementation, including internal and external stakeholder management and partnership engagement, as well as periodic updates to the Management Executive Committee (MEC), Global Fund’s Board and Board Committees as required.
  • Design, execute and monitor the implementation of the NextGen Market Shaping Strategic Initiative to ensure high absorption and delivery of results to (i) accelerate health product introduction at scale, (ii) promote capacity building for regional manufacturing, and (iii) drive sustainable procurement and supply chains. Identify potential bottlenecks, escalate in a timely manner and ensure actions are taken by relevant team(s) to stay at course and well aligned to the goals and objectives set out in the Global Fund Strategy.
  • Design the next cycle of market shaping interventions, including a Strategic Initiative in close collaboration with colleagues across the Secretariat, including innovative finance mechanisms as needed.
  • Manage the financial revolving facility of US$100M to accelerate new product introduction, ensuring high utilization and minimizing calls or losses.
  • Work across the Secretariat and with partners to design product specific market shaping interventions as needed, focused on driving impact and sustainability.
  • Strengthen Global Fund’s approach to promoting regional manufacturing, providing thought leadership and designing, executing and implementing interventions and key partnerships.
  • Oversee the progress of relevant priority change initiatives including an update of the Procurement, Quality Assurance and Supply Chain policies & procedures and an update of the Health Product Introduction framework.
  • Ensure proactive communication and change management on procedural changes, process enhancement and new tools and solutions within Supply Operations and across Secretariat and beyond.

Policy, governance & procedures

  • Coordinate and monitor the implementation of Procurement and Quality Assurance policies, and development of supply chain guidelines, governance model and procedures as developed by the technical teams in close alignment with internal and external stakeholders.
  • Ensure effective stakeholder engagement and efficient approval process of policy changes at the MEC and Board level as required.
  • Prepare and coordinate materials related to Supply Operations matters for the Board and Committees.

Engagement of internal and external stakeholders

  • Develop, maintain, and operationalize partnerships and partner cooperation agreements to realize joint ambitions in the context of NextGen market shaping.
  • Support the development of external communications materials (press releases, articles) for Supply Operations, and prepare briefings and presentations for the Head of Supply Operations.
  • Lead partner engagement related to key Supply Operations’ areas of work, representing Global Fund at technical working groups, high level meetings and on panels or at conferences as required.
  • Develop and execute Supply Operations partnership roadmaps on strategy and policy matters, recommend and adjust ways of engagement as required to drive seamless collaboration internally and partnership externally.

Team effectiveness and capacity building

  • Retain talents and ensure all SPI team vacancies are recruited with adequate skills and competencies.
  • Develop and manage additional funding and external contracts as needed to deliver core workstreams.
  • Manage workforce planning, recruitment, learning and development, performance management and career development of team under responsibility, including providing effective onboarding, coaching and mentoring, and setting individual and team objectives in line with the department objectives.
  • Act as a role model for the values and behaviors of the Organization, in particular focusing on collaborative relationships within the Organization.
  • Contribute as a member of the Supply Operations Lead Team, guiding the evolution of Supply Operations and prioritization of key activities.

Qualifications

Advanced degree in public health, science, or business field, ideally associated with business administration or financial qualification

  • Proven experience in prior strategy focused roles within global organizations, including leading organizational planning and implementation of strategy
  • Experience working with market shaping, innovation, and sustainability topics in Global Public Health organizations
  • Demonstrated senior management and leadership experience, successfully delivering on strategic priorities and managing competing issues to deliver high quality outcomes within required deadlines
  • Proven experience managing teams across a diverse portfolio of programs and to work and engage effectively with others
  • Knowledge in innovation practice in health products and services, and experience operationalizing processes to support the translation of policies, programs, or services
  • Demonstrated ability to lead by influence, build relationships and manage large stakeholder groups to ensure outcomes
  • Proven ability to manage teams including talent management and career development

Desirable:

  • Minimum 8 years in managerial positions in public and private health sector, with extensive knowledge and understanding of the health sector and/or not-for-profit sector

An excellent knowledge of English and preferably a good working knowledge of French. Knowledge of other languages would be an asset.
