Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Project Officer Programme Cooperation & Project Management Division. This position will be supported through the ASEAN-Republic of Korea Cooperation Fund (AKCF).

Remuneration and Benefits:
This position is funded for two (2) years with possibility for extension depending on the funding availability. The successful candidate will be subject to a six-month probationary period and be offered a monthly lump-sum remuneration including a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, gratuity, health insurance and annual bonus of a month’s basic salary.

Responsibilities
  1. Reporting to the Assistant Director/Head and Senior Officer of Programme Cooperation & Project Management Division, the Project Officer shall be responsible to:1.    Project Data Management:
    • Manage effective operationalisation of the ASEAN Project Proposal Management System and Database (PPMSD), project spreadsheets and other data tools, and understand, document and ensure updated and reliable data on ASEAN Cooperation Projects for accuracy, consistency and comparability.
    • Facilitate and coordinate inputting of complete ASEAN Cooperation Project documents into PPMSD.
    • Provide the project proposal code for submitted project proposals.
    • Generate and produce reports, visualisation and statistical data on ASEAN Cooperation Projects and Programmes.
    • Facilitate regular updating of ASEAN Cooperation Project Data in the PPMSD, project spreadsheets and other data tools.
    • Act as a focal point for the collection, analysis and dissemination of information relevant to ASEAN Cooperation Projects.
    • Produce and update information products such as charts and infographics by turning data into graphical products to convey messages that will support strategic and operational decision-making.
    • Facilitate trainings or briefings on how to use the PPMSD.
    • Support the improvement and enhancement of PPMSD features.
    • Develop and implement the mechanism for Project Information Archive Center which has been assigned to PCPMD.

    2.    Project Management Framework:

    • Support the organisation of ASEAN project development trainings and capacity-building activities for potential proponents and project stakeholders in ASEAN Member States and External Partners.
    • Support the conduct of orientations/socialisations of ASEAN Project Management Framework Documents and data collection and input to the PPMSD to ASEAN Secretariat Officers.
    • Support and provide inputs to the ongoing initiatives to strengthen ASEAN Project Management Frameworks, including the adoption of results-based management approach.
    • Support organisational initiatives for risk management in ASEAN Cooperation Projects.

    3. Others:

    • Servicing ASEAN meetings (the Sub-Committee on Development Cooperation meetings and other meetings related to cooperation development), including preparation of data on ASEAN Cooperation Projects; and
    • Supporting the team, as needed, for day-to-day work.
Qualifications
    • Advanced university degree (Master’s or equivalent degree) in Environmental Studies, Natural Resource Management, Forestry, or an appropriate related field or discipline; or Bachelor degree with a minimum two (2) years relevant work experience in public policy, research, and project management.
    • An advanced university degree (Master’s degree or equivalent) or a Bachelor’s degree (with a minimum of two (2) years of relevant work experience in a technical role and/or information technology, data management and project management), preferably in Computer Science, Information Management and Information Systems, Project Management or related field.
    • Demonstrated technical skills, experience and knowledge in information technology, database management, data analysis and visualisation, or related technical fields.
    • Experience in organising/ coordinating training or assisting personnel in the use of database management or other related software for project management is desirable.
    • Experience in designing and programming database management systems is desirable.
    • Competency in information and database management tools is desirable, with a full command of Microsoft Applications (Word, Excel, PowerPoint, Outlook) and electronic communication.
    • Demonstrated ability to develop and maintain sound working relationships with stakeholders.
    • Demonstrated ability to plan and organise tasks and workflows, with proven ability for accuracy under pressure and adherence to deadlines.
    • Demonstrated commitment to collaborative work practices.
    • Proven skills in problem-solving in a complex organisational environment and work planning.
    • Sound command of English, written and spoken.
    • Good oral and written communication skills, including experience in cross-cultural environments and international settings.
