PSI seeks a Senior Advisor, Monitoring, Evaluation, (M&E) and Surveillance that will Lead or support the monitoring functions of the USAID-funded Pakistan Flagship Tuberculosis (TB) Activity, including leading the implementation of activities to strengthen the generation and use of high-quality routine data to drive program performance in line with PSI and global best practices. Involved in design of monitoring and digital health activities and strategy of a project. Significantly contribute to internal capacity building efforts across the PSI network. Serve as a focal point for specific monitoring workstreams. Represent PSI with funders and partners and actively participate in external communities.

What You’ll Do

• Monitoring: Provide leadership and monitoring expertise to set and implement PSI’s data transformation agenda, with particular focus on strengthening the timely use of real-time, high-quality data and deeper analysis of data to better inform implementation and performance management decision making by country teams and programs. Develop or review fit-for-purpose monitoring plans for strategic projects. Lead on implementation of the data quality strategy to ensure country offices and programs are meeting standards set with regards to data quality and consumer data protection. Provide remote and in-country technical assistance to build capacity of network members to effectively manage, quality assure and use routine data.
• Thought Leadership/Knowledge Management: Recommend and implement fit-for-purpose information systems to provide relevant, timely and high-quality routine monitoring data for country teams and programs. Develop guidance documents and tools. Develop knowledge products for internal and external dissemination. Identify and foster opportunities for internal learning, capacity building, and P2P/cross-country exchanges.
• Representation: Present monitoring results and advice to donors and other external audiences. Collaborate with international, regional and national-level institutions, working groups, and experts on routine monitoring related issues to ensure that PSI is using the latest technical developments and best practices.
• Program Management: Develop and review robust M&E plans. Support activity budgeting, monitoring of project timelines, and reporting.
• People management: May manage people; provide coaching and mentoring to staff.

• 5-10% international travel
• 15-25% domestic travel

What You’ll Bring

• Master’s Degree (or international equivalent) in a related field (e.g., MPH, MSc).
• At least 8 years of related experience. Equivalent combination of related education and experience may be substituted.
• Experience designing and implementing M&E plans, including routine data collection, data quality assurance, and promoting data use for decision-making (preferably for public health interventions).

• Experience living and working in Pakistan.
• Expertise in USAID monitoring and surveillance standards and best practices.
• Experience working in TB programs or ability to demonstrate comparable relevant public health experience.
• Ability to contribute to thought leadership.
• Ability to contribute to the internal and external body of evidence.
• Ability to build monitoring and evaluation capacity of the PSI network.
• Ability to share knowledge internally and externally with global communities of practice; represents PSI externally.
• Ability to solve problems with creativity and analyze complex issues using in-depth evaluation of variable factors.
• Ability to operate with minimal supervision and considerable latitude for independent judgement to achieve desired outcomes.
• Ability to develop and maintain relationships with internal and external colleagues. Able to work as a member of a team and independently.
• Ability to lead development of monitoring approach for proposals and identify potential new business opportunities.
• Proficiency in Microsoft 365. Familiarity with a quantitative data analysis program preferred.
• Exceptional interpersonal and communication skills, both verbal and written.

Salary Ranges:*

PSI is committed to pay equity and transparency. We ensure pay meets the market within each country. This approach minimizes our impact on local talent markets and allows PSI to attract and retain employees, while staying cost-competitive.

Actual base salary compensation will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law.

Please note: Pakistani nationals and legal residents would be employed through the local PSI office. Pay and benefits will be commensurate with the role and practices of the local office, including payment in local currency. For other candidates approved to receive expatriate packages will receive the appropriate compensation and allowance package. Details will be provided during interview process.
