JOB DESCRIPTION

Org. Setting and Reporting
The position is located in the Financing for Peacebuilding Branch in the Peacebuilding Support Office (PBSO) in the Department of Political and Peacebuilding Affairs (DPPA) and will focus on specific coordination work with PBC recommendations on programming. It is, therefore, under the direct supervision of the Chief of the Peacebuilding Commission Support Branch (PBCSB) or a Senior Political Affairs Officer. Established in 2005, the Peacebuilding Support Office (PBSO) helps to sustain peace by fostering international support for nationally owned and led peacebuilding efforts. The Office assists and supports the Peacebuilding Commission (PBC), manages the Peacebuilding Fund (PBF) on behalf of the Secretary-General, and works to enhance system-wide coherence and partnerships with UN and non-UN actors in support of building and sustaining peace in relevant countries. The Department of Political and Peacebuilding Affairs (DPPA) focuses primarily on five action areas in international peace and security, ensuring sound analysis and early warning, preventing conflict and engaging in peacemaking, managing political crises and violent conflicts, sustaining peace, and enhancing partnerships. The Department’s mandate is to prevent and resolve conflict through inclusive political solutions.
Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties: • Analyse and synthesize political advice and recommendations by the PBC prioritizing PBF eligible countries on peacebuilding priorities and develop effective communication strategies; Develop, in close coordination with the Chair of the PBC and DPPA-DPO integrated structure, engagement strategies for PBF eligible countries to interact with the Peacebuilding Commission. • Develops, implements and evaluates assigned PBF programmes/projects; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. Ensure the application of PBF M&E frameworks and reporting policies. Maximize coherence and catalytic impact of PBF-supported activities with existing and anticipated national post-conflict and development initiatives. • Performs consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the change. Supports UN Country Teams in peacebuilding opportunity analysis, the development of eligibility requests, and the design of results-based programmes and projects. • Researches, analyzes and presents information gathered from diverse sources. • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies, Supports the establishment and functioning of relevant committees and advises on policy implementation. • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues and prepares conclusions. • Organizes and prepares written outputs including: i) summaries of country results and progress based on quarterly and annual reports, ii) country, programme, and project related briefings for meetings and events, iii) inputs into PBF reporting, including reports for the Advisory Group, the annual report of the Secretary General, PBSO publications, PBF website, and iv) analysis and summaries of areas of thematic responsibility (Priority Area or Outcome). • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc. • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities. • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations, international law, political/development economics, public administration or related fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, project or Programme management, conflict resolution or related area is required. Experience in humanitarian, post conflict situations and/or in peacebuilding operations within the United Nations systems including UN funds, programmes and agencies, other international or regional organizations or NGOs for at least two years is required. Experience working for an international multi-lateral organisation on issues related to peacebuilding or conflict resolution is desirable. Experience in intergovernmental processes is desirable. A minimum of two years of experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English and French is required. Knowledge of another Official language is an Advantage.
