Location of Position: Washington, DC
Telework/Remote Eligibility: Eligible to telework up to four days per pay period (two days per week). The position is not remote eligible.

Appointment Type: This is an excepted service, time-limited appointment that is not to exceed five years; may also be considered for two two-year extensions depending on the needs of the service.
Salary: (USD) $132,860 – $191,900 per year

Description of Organization: This position is located in the Center for Resilience (CR) of USAID’s Bureau for Resilience, Environment, and Food Security (REFS). REFS is responsible for worldwide leadership and integrated technical expertise of the programming of the U.S. Agency for International Development (USAID) in agriculture-led growth and environmental sustainability. The Bureau’s expertise encompasses resilience; environment; food security; nutrition; water security, sanitation, and hygiene; climate; infrastructure; and energy, with the goals of reducing poverty; increasing resilience and sustainability; and enhancing U.S. national security and economic prosperity.

The Center for Resilience supports USAID’s response to emerging threats and helps reduce recurrent crises through analyzing and understanding interrelated risks, layering development, humanitarian, and peace assistance in complementary ways, and strengthening resilient livelihoods, markets, communities and systems. The Center leads on the climate adaptation directive, supports the USAID Resilience Coordinator, and serves as Secretariat to the Agency’s the Resilience Leadership Council, which provides both thought leadership and technical support to designated Resilience Focus Countries. The Center also supports and curates evidence and learning products for resilience.

Specialized Experience: For the FL-0343-02, you must have one year of specialized experience at the FL-0343-03 (GS-13) grade level or equivalent. Specialized experience is defined as:

  • Developing and implementing communication and engagement strategies and approaches in the areas of food security, resilience, and climate adaptation (or related areas) across large, complex organizations;
  • Strong experience working collaboratively in a team environment, including with experts in other disciplines and across cultures to accomplish shared objectives; and
  • Excellent writing, storytelling, and social media skills.

Conditions of Employment:

  • Must be a U.S. citizen. Candidates must indicate whether they are a U.S. citizen. If citizenship is not stated, the application will not be considered;
  • Must be eligible to obtain and maintain a Secret-level security clearance; and
  • Must have at least a graduate degree to be eligible for the FL-02 grade level.
