JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Counter-Terrorism Committee Executive Directorate (CTED). The Director reports directly to the Assistant Secretary-General (ASG)/Executive Director of CTED.
Responsibilities
Within delegated authority, the Director will be responsible for the following. Serves as Deputy Executive Director and Head of CTED Assessment and Technical Assistance Office (ATA Office); Directs and manages CTED Assessment and Technical Assistance Office, under the direction of the Executive Director; Contributes to the effective implementation of relevant Security Council resolutions 1373 (2001), 1624 (2005), 2178 (2014), 2396 (2017), 2462 (2019), 2482 (2019), 2617 (2021), 2713 (2023) and other relevant resolutions on counter-terrorism and countering violent extremism conductive to terrorism; Contributes to the formulation of CTED’s overall strategies and policies; Supports the CTC in the delivery of its mandated activities, including its plenaries, open and closed briefings on regional and thematic topics, and special meetings, by preparing documents on policy issues, and acting, as required, in an advisory capacity to the Executive Director; Contributes to the overall management of CTED’s activities and operations; Provides leadership to the development of innovative and/or change management programmes; Formulates and implements the annual programme of work of CTED; Provides policy advice and recommendations to the Executive Director on substantive matters and on the work and outreach activities of the Executive Director to implement the mandate and tasks of the Security Council resolutions and the decision of the CTC; Leads or participates, when needed, in CTC assessment visits, to be conducted by CTED on behalf of the CTC, to Member States to monitor, promote and facilitate the implementation of relevant Security Council resolutions and international instruments on counter-terrorism; Oversees the management of activities undertaken by the Assessment and Technical Assistance Office (ATA Office), its three Geographical Sections and the Specialized Technical Expertise Branch, Ensures that programmed activities, including the facilitation of the delivery of technical assistance to Member States, are carried out in a timely fashion in follow up to CTC country visit reports and recommendations related to identified technical assistance and capacity-building needs, as well as useful counter-terrorism practices and experience; Coordinates work in different areas, both within the Office and the Executive Directorate, and with other organizations of the United Nations System, agencies, partners and donors as appropriate; Coordinates and oversees the preparation of reports on CTED’s mandate renewal and its mandate interim review in accordance with Security Council resolutions, such as resolution 2617 (2021), country assessment reports, electronic detailed implementation assessment (e-DIS) and overview of implementation survey (OIA), which are the tools of CTC for the stocktaking of Member States’ implementation efforts, analytical products on new terrorism trends, developments and challenges, CTED’s annual, monthly and mission reports to the CTC, as well as other legal analyses, policy and conference documents and guidelines prepared for the CTC’s consideration as appropriate; Reports to intergovernmental bodies on programmatic/substantive issues, as appropriate; Liaises with the Permanent Missions of Member States to the United Nations, senior government officials in capitals, senior-level officials of the UN and international, regional and sub-regional organizations engaged in the global response to terrorism and for effective implementation of relevant Security Council resolutions; Ensures that the outputs produced by the Assessment and Technical Assistance Office maintain high-quality standards; that reports are clear, objective and based on comprehensive data; Ensures that all outputs produced by the office under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates; Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Assessment and Technical Assistance Office, including preparation of budgets, assigning and monitoring of performance parameters and critical indicators, reporting on budget/programme performance, preparation of inputs for results-based budgeting, evaluation of staff performance (ePAS), interviews of candidates for job openings and evaluation of candidates; Oversees the recruitment of staff for Assessment and Technical Assistance Office with due regard to geographical and gender balance and other institutional values; Manages, guides, develops and trains staff under his/her supervision; fosters teamwork and communication among staff in the Assessment and Technical Assistance Office and across organizational boundaries; Develops, engages in and enhances dialogue and partnerships with the United Nations Office of Counter-Terrorism (UNOCT) and other entities of the United Nations Global Counter-Terrorism Coordination Compact (Global Compact) to follow up to the CTC visits, and analysis, as well as recommendations for capacity-building of Member States and to ensure the effective implementation of Security Council resolution 2617 ((2021), and the balanced implementation of the United Nations Global Counter-Terrorism Strategy; Chairs meetings, seminars, etc., on substantive-related issues; Represents CTED at international, regional, inter-agency meetings, seminars and conferences with a view to advocating for CTC/CTED work in implementation of mandates given by the relevant Security Council resolutions; Provides programmatic/substantive expertise on counter-terrorism related issues, or holds programmatic/substantive and organizational discussions with representatives of other institutions; Engages with relevant stakeholders, including civil society organizations, the private sector, and the media, as appropriate, in the context of counter-terrorism and countering violent extremism conductive to terrorism, to advance the objectives of the Security Council resolutions on counter-terrorism; Performs other related duties as requested by the Executive Director and senior management of the Organization.

Education
Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, business or public administration or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
Over fifteen years of progressively responsible experience in counter-terrorism, countering the financing of terrorism, criminal justice, law enforcement, international affairs or related field, including at least five years at the international level, is required. At least seven years of professional experience at the managerial level is required. Experience in the provision of substantive support to Member States of the Security Council or its subsidiary bodies or a comparable organ of the United Nations or other international organizations is desirable
Languages
English and French are the working languages of the UN Secretariat. Fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.
