JOB DESCRIPTION

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Reporting to the Country Representative, the Planning and Coordination Analyst will provide support to the Country Representative in strategic programme planning, inter-agency coordination, resource mobilization and partnership building, as well as advocacy and communication.

Duties and Responsibilities

1. Provide support to the Country Representative in strategic planning for the Guatemala Country Office the Latin America and the Caribbean Regional Office

  • Provide substantive inputs on the formulation of concept notes, particularly for UN Women’s humanitarian action and disaster risk reduction; women, peace, and security; and justice and the rule of law areas of intervention, as well as the country offices’ and the regional strategic notes;
  • Provide inputs to the development of country programming processes and products related to humanitarian and disaster risk reduction, women, peace, and security; and justice and the rule of law areas of intervention, including the including the annual workplan, strategic note, and programme/ project documents, the preparation of United Nations Development Assistance Framework (UNDAF) and other UN system joint programming documents;
  • Follow up on required action/outstanding issues and report on outcome/ result on humanitarian and disaster risk reductions, women, peace, and security; and justice and the rule of law areas of intervention;
  • Alert the Country Representative on critical issues to be addressed.

2.Coordinate the Humanitarian Action, Women, Peace and Security, Justice and Rule of Law team

  • Coordinate the planning, implementation, monitoring, and evaluation of the area portfolio from a results-based approach;
  • Monitor, and evaluate the teams’ strategic, programmatic, and operational capacities ensuring compliance with area goals and expected results
  • Participate in and provide relevant guidance for the regional and global network of humanitarian, disaster risk reduction, and women, peace, and security;
  • Strengthen the capacities of relevant state institutions , indigenous women human rights defenders and non-governmental actors in line with women’s human rights commitments

3. Provide technical support on humanitarian and disaster risk reduction, women, peace, and security; and justice and the rule of law areas of intervention to the Country Representative, Guatemala Country Office and ROLAC on inter-agency coordination

  • Provide technical support to joint inter-agency UN planning processes, joint programming and similar exercises, promoting a participatory approach and the strengthening of partnerships with state women’s machinery, feminist, women and women indigenous and human rights defenders’ organizations;
  • Prepare briefing materials for the CO and ROLAC on issues to be discussed in the UN and other events and meetings;
  • Prepare background materials and analysis for the Resident Coordinator (RC) and the UN Country Team (UNCT) on the gender dynamics and opportunities to support inclusive engagement of women in the development assistance provided by the UNCT;
  • Provide technical support to UNCT in monitoring and reporting and prepare analytical and regular progress reports on UN Women’s programme experiences, as necessary;
  • Promote the incorporation of gender equality, women’s rights and their equal and meaningful participation in inter-agency initiatives from a triple nexus humanitarian-peace-development approach;

4. Provide technical support to the development of strategic partnerships and resource mobilization efforts, particularly in the humanitarian action and disaster risk reduction, women, peace, and security; and justice and the rule of law areas of intervention

  • Provide support in managing activities and other promotional events to engage bilateral and multilateral institutions/ donors, private sector, state counterparts, and civil society, particularly women civil society organizations, to expand and/or sustain interest and resources for UN Women programmes and joint UN system programmes;
  • Prepare background documents and analysis for the Country Representative to forge and implement strategic partnerships to increase outreach on UN Women’s work in country;
  • Provide support to humanitarian, peace, and development partners and national counterparts on implementation of key UN frameworks and conventions on gender equality, focusing on the women, peace and security agenda, indigenous peoples rights, and CEDAW;
  • Provide network and capacity development to national and regional partner Civil Society Organizations and other stakeholders, particularly women peace builders and mediators, women human rights defenders and women in humanitarian and disaster risk reduction;

5. Provide advocacy and communication support to the Guatemala Country Office and ROLAC

  • Support the design and update of the CO Annual Communication Strategy, the development of contents and the proper management/ monitoring of the CO website and social media channels, as required;
  • Coordinate and implement advocacy campaigns on issues related to Gender Equality and Women’s Empowerment (GEWE), with a specific focus on International Women’s Day; the HeForShe Campaign; the Women, Peace, and Security Global Agenda; the Humanitarian and disaster risk reduction conmemorations; CEDAW; and the 16 Days of Activism Against Gender Based Violence;
  • Participate in and contribute to policy dialogues around gender equality, and the empowerment of women, as necessary;
  • Advocate for women’s equal and meaningful participation in multilevel decision-making and disseminate good practices.

6. Facilitate knowledge building and sharing

  • Provide support to the development and dissemination of good practices and lessons learned; ensure incorporation into programme planning;
  • Provide technical guidance, coordinate, supervise, disseminate, and use surveys, studies, research and knowledge products and publications, promoting knowledge and evidence-based decision making;
  • Contribute to capacity building exercises, focusing on UN Women’s humanitarian, peace and development partners.

7. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience

Education and certification:

  • Master’s degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 2 years of progressively responsible experience working with inter-agency coordination and strategic programme planning processes;
  • Experience in the development, planning, implementation, monitoring and reporting of programmes is required;
  • Experience working in gender equality and women’s rights at the international level is desirable;
  • Experience working in developing countries within the UN system, Agencies, Funds or Programs is desirable.

Language Requirements:

  • Fluency in Spanish and English is required
  • Knowledge of other UN official working language(s) is desirable (French, Arabic, Chinese, or Russian);
