ORGANIZATIONAL CONTEXT

The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

The situation in Gaza since the 7th of October has been dire. The ongoing conflict has led to a catastrophic level of acute food insecurity and grave concerns have been expressed about the severe food insecurity situation. While modest improvements have been observed in assistance entering and in access, much more is still needed especially following ongoing hostilities and forced displacement across the Strip. In terms of scale, frequency and coverage of assistance, it is still not enough. More is needed – not only food, but also other types of support – to roll back months of severe food insecurity conditions. Despite the shrinking humanitarian space, FSS partners continue to stay and deliver. Additional resources (fuel, supplies, cash and funding) are urgently needed for partners to scale up emergency food assistance. In such context, the Food Security Sector team for Gaza response remains critical to support coordination and decision making for adequate interventions of all food security actors on the ground.

This position is based in Gaza and reports to the Food Security Sector Co-Coordinator.

Job Purpose:

The FSS Liaison Associate plays a key supporting role for the Food Security Sector Co-Coordinator to ensure timely, coherent, and effective food security interventions by mobilizing stakeholders to respond in a coordinated and strategic manner to food security needs in the Gaza Strip.

The FSS Liaison Associate reports to the Gaza Food Security Sector Co-Coordinator and responds to partners needs for information. They need to be able to liaise and communicate with a wide range of stakeholders and acts as a ‘bridge’; they will support the Co-Coordinator in collecting, analyzing, and sharing information that is important for the cluster stakeholders to make informed, evidence based and strategic decisions for the humanitarian response in Gaza. They will support operational coordination among partners, including setting priorities for intervention, operational response planning, monitoring, gap analysis and reporting.

Main Duties and Responsibilities

  • Support the Co-Coordinator to ensure strategic direction and operational coordination of partners that are involved in food security activities.
  • Maintain close contact with partners, including national/local partners, and support the sector in planning and organizing sector events, including meetings, joint field visits, trainings and workshops as well as related reports and minutes.
  • Support in strengthening food security-specific coordination at governorate level and below.
  • Proactively gather information from sector partners and other stakeholders which may be of use in ensuring informed decision-making processes.
  • Ensure timely, inclusive, and regular information sharing and discussion with the sector partners through various modalities including sector meetings, dissemination of sector products by emails and other channels.
  • Organize capacity building/sharing events for sector partners, especially national/local partners.
  • Ensure mainstreaming of cross-cutting and cross-sectoral issues (e.g. gender, age, HIV and AIDS, human rights, disability, environment, early recovery, protection, nutrition, WASH) and appropriate participatory and community-based approaches in the sector/inter-cluster needs assessments, analysis, planning, implementation and monitoring.
  • Undertake any other duties as requested by the Co-Coordinator.

Expected Outputs

  • Updated contact directory and mailing lists of key stakeholders and partners
  • Sector event presentations, minutes and reports.
  • Capacity building/sharing materials for sector partners.
  • Handover report with shared folder with documents at the end of the assignment.

Qualification and Competencies

Education;

Completion of BA degree in food security, agriculture, economics, humanitarian affairs, or related field.

Experience;

Minimum of 6 years of experience in humanitarian response. Experience in food security related topics is highly desirable.

Language;

Fluency in both oral and written communication in English and Arabic.

Knowledge & Skills:

  • Willingness and ability to work in difficult environments, in often stressful time- critical situations.
  • Previous cluster experience is strongly desirable.
