JOB DESCRIPTION

The Associate Director, Finance ensures robust financial management systems in compliance with USG and other donor regulations, local laws, and FHI 360 policies. They lead financial operations for projects with a focus on USG-funded initiatives. Key responsibilities include providing financial leadership and technical guidance for GAAP, GAS, CAS, and FAR compliance, developing financial risk management and control strategies, overseeing financial planning and analysis, implementing efficient business processes, managing internal audits, and leading the finance staff.

Note: eastern time zone working hours are required for this position.

Accountabilities:

  • Provides strategic leadership to projects and works with multiple country finance departments and across projects.
  • Prepares financial guidance to field offices through memos, updates to policies, and procedure manuals.
  • Provides critical financial analyses to project leadership to support decision making on projects while maintaining confidentiality and compliance.
  • Monitors and updates project budgets.
  • Works closely with project management team to ensure financial integrity of project sub-partner financial systems and budgets, ensuring alignment with FHI360 and donor requirements, including adherence to sub-monitoring requirements as outlined in grant terms and conditions.
  • Responsible for the development of policies, systems, special financial studies, etc. of major importance.
  • Works with confidential data, which if disclosed, might have significant internal and / or external effect.
  • Manages the operational and strategic functions for the finance staff working on the award to ensure compliance and efficiency.
  • Provides recommendations and consults with management on financial performance and enterprise risk management.
  • Develops and implements process improvement plans for the project to ensure financial controls and operational procedures.
  • Provides leadership in financial reporting for annual budget planning, audit reviews and assessments processes.
  • Keeps abreast with the latest trends in financial accounting and mentors staff.
  • Develops capacity of team performance and drive for excellence.

Problem Solving & Impact:

  • Works on problems of highly complex scope that require in depth evaluation of data and various factors.
  • Exercises judgment within broadly defined practices and policies in selecting methods, techniques, for obtaining results.
  • Failure to provide timely financial reports and accurate advice could negatively impact cross- functional business segments.

Supervision Given/Received:

  • Manages and mentors finance staff.
  • Accounts for the budget, procedures, and training of staff to achieve results.
  • Develops and recommends solutions to management meet internal and external needs of the company.
  • Reports to a Director.

Qualifications:

  • Bachelor’s Degree or its International Equivalent.
  • Minimum of 8+ years in general management, financial analysis, financial reporting, cash flow analysis, budget development and forecasting on donor-funded projects (including 3+ years of line management experience).
  • Prior work in a non-governmental organization (NGO), preferably on USAID-funded projects.
  • Past experience managing and leading a finance team is required, inclusive of developing and implementing financial policies, procedures, manuals, and systems.
  • Has significant experience with Sarbanes-Oxley (SOX) and experience with automated financial reporting, government accounting practices, Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR) systems.
  • Full knowledge and past experience with Generally Accepted Accounting Principles (GAAP) practices and reporting guidelines.
  • Strong oral and written communication skills.
  • Proficiency in English is required; proficiency in a second language an added advantage.
  • Comprehensive knowledge of concepts, practices, and procedures with accounting, financial controls and financial information systems.
  • Excellent and demonstrated project management skills.
  • Must have excellent organizational, supervisory, leadership and managerial skills.
  • Knowledge of sub-partner financial management and best practices to ensure organizational and donor compliance.
  • Ability to influence, motivate, and negotiate and work will with others.

The expected US-based hiring salary range for this role is listed below. Candidates FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.

Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.

US Based Hiring Salary Range: $110,000- $147,000
