Organizational Setting and Reporting Relationship

The position of Principal Investment Specialist (Syndications) to the Guarantees and Syndications Unit of the Office of the Director General (OPSD-GSU) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines. After an initial period of one year, you will have the opportunity to be outposted to one of ADB’s Resident Missions, potentially in Southeast Asia

You will report to the Advisor, PSOD and Head, OPSD-GSU and may oversee International, National and Administrative Staff.

Your Role

As a Principal Investment Specialist (Syndications), you will raise external funds from commercial sources for ADB’s non-sovereign clients by originating, structuring, and syndicating debt, with a primary focus as the syndication lead for the South Asian Markets a. Our syndication partners are international, regional and local commercial banks, Development Finance Institutions (“DFI”), funds and institutional investors. Your work may involve a future out posting to India.

a. Project Management

  • Work closely with PSOD investment staff and management to identify syndication opportunities.
  • Lead the syndication of ADB B Loans, Parallel Loans and Unfunded Risk Transfers, including coordination of and participation in roadshows. This includes both corporate financings and project financings in the infrastructure, social, agriculture and financial sectors.
  • Conduct deal-specific market soundings to advise ADB project teams on deal structure and pricing; develop syndication strategies for individual transactions including the list of prospective partners.
  • Liaise with industry participants and the bank market, including secondary market pricing; lead the preparation of regular pricing reports for syndicated loans.

b. Business Development

  • Follow international lending markets and banking activities to understand and anticipate trends.
  • Regularly and proactively share market information with ADB colleagues
  • Develop and maintain relationships with international, regional and local commercial banks, IFIs and other existing/potential B Loan Participants and parallel lenders, and increasingly institutional investors

c. Knowledge Management

  • Represent the unit internally and externally. Lead strategic regional discussions to set regional mobilization targets and regional portfolio reviews. Promote ADB and its debt mobilization expertise externally at various conferences.
  • Lead and participate in preparing staff instructions on syndications and risk distribution. Recommend improvements to ADB’s commercial cofinancing policies, guidelines and practices.
  • Lead and help maintain knowledge of emerging best practices in loan syndication.
  • Contribute in preparing related in-house seminars and workshops, updates of commercial financing transaction briefs, manuals, brochures and other publications.

Qualifications

You will need:

  • Master’s Degree, or equivalent, in a business or finance related field; or University degree and at least 5 years specialized experience relevant to the position may be considered
  • At least 12 years of work experience preferably in project and/or structured finance, including hands-on experience in originating, structuring, executing, and syndicating project or corporate finance transactions for infrastructure, PPP, and/or financial sector transactions in developing markets
  • International experience working in development in several countries
  • Excellent written and verbal communication skills in English

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
