  1. Role and responsibilities

The Site Management Officer – Community Communication and Engagement will take a leading role within NRCs Site Management team to ensure an accountable and effective strategy in working alongside displacement communities and ensuring that they are at the centre of the humanitarian response in Gaza.

NRC’s Site Management strategy is based on a community approach which looks to establish and support community site management committees in displacement sites, the Site Management Officer – Community Communication and Engagement in coordination with the Site Management Coordinator will work within this workstream to plan the work of the team to ensure that these committees have the capacity and tools to perform their functions.

The role of the Site Management Officer – Community Communication and Engagement will also include working to establish appropriate communication channels, which considering the context, will support displaced communities to receive information about humanitarian services and provide opportunities for feedback.

This position will require significant field work and direct engagement with the communities the project is supporting.

Generic responsibilities

  • Adhere to NRC policies, tools, handbooks and guidelines.
  • Promote the rights of displacement-affected population in line with the humanitarian standards.
  • Contribute to NRC’s strategic and programmatic planning, regarding the development of community communication and engagement initiatives.
  • Ensure NRC’s related activities are implemented in accordance with NRC Safe and Inclusive Programming (SIP) guidelines.
  • Prepare and develop status reports as required by management.
  • Ensure proper filing of documents.
  • Promote and share ideas for improvement of the community communication and engagement activities within the Site Management project.
  • Enhance community engagement through active participation, information dissemination, and establishing robust feedback mechanisms for the population within the targeted displacement sites.
  • Contribute to the fulfilment of the aims and objectives for NRC’s presence.

 

Specific responsibilities 

  • Lead in the establishment and strengthening of community site management committees, according to NRC guidelines, and in a way that ensures effective representation of the residents of the sites, and the greatest possible participation of women and vulnerable groups.
  • Lead in the capacity building of Site Management Committees, and other community groups, including the preparation of appropriate training materials as needed.
  • Support in the development of tools and materials required by the committees to perform their function and provide training and support to the committees to sue these tools.
  • Maintaining regular contact with committees once established to monitor their functioning and provide support when needed.
  • Support in the development of a community communication strategy and appropriate methodologies alongside the Site Management Coordinator and Site Management Project Manager, considering the challenges of the context, which supports the effective communication of crucial information on humanitarian service availability to site-based populations. Lead on the delivery of the strategy once developed.
  • Provide regular briefings and updates to the Site Management Coordinator and Site Management Project Manager about the situation, gaps and needs in the displacement sites of the NRC targeted area,
  • Contribute to context analyses and stakeholders mapping to identify key actors within the displacement sites and understanding of dynamics for informed decision-making.
  • Actively make suggestions for programming improvement to best address needs of the communities and the sites and advocate for the needs of the community.
  • Raise awareness of complaint and feedback mechanisms among targeted communities.
  • Participate in any other related activity in coordination with the supervisor.

Generic professional competencies: 

  • Relevant academic background.
  • Previous experience from working in development or humanitarian /recovery context.
  • Previous experience from working in complex and volatile contexts.

Context/ Specific skills, knowledge and experience: 

  • Native Arabic speaker with a good command of English.
  • Significant experience of community engagement work with NGOs, either humanitarian or development organisations.
  • Experience working with displacement communities and in displacement sites.
  • Strong knowledge and understanding of the local context, including socio-cultural, political, security and humanitarian situation.
  • Good understanding of the humanitarian system and procedures.
  • A commitment to the provision of humanitarian assistance according to global and local best practices.
  • Strong diplomatic skills with experience of effectively communicating with stakeholders, including partner agencies, local authorities and community leaders.
  • Flexibility and creativity in addressing needs and overcoming challenges.
  • Willingness to learn and adapt to the changeable field dynamics.

Additional Information:

Contract duration: Open End.

Working hours: 40 hours/week, Sun-Thu (5 days per week)

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Gaza (open to Gaza strip residents only)
