Job Overview:

The position is related to temporary and permanent shelter and well construction projects in Nangarhar and Laghman provinces to facilitate the voluntary return of refugees from Pakistan/Iran, IDPs and vulnerable host communities improving their basic living conditions by providing shelter and WASH assistance. The assistance includes materials distribution, cash disbursement and trainings.

Generic Responsibilities: 

  • Provide specific technical analysis and feedback to NRC representatives in coordination forums.
  • Assess, promote, and document ideas for technical improvement and further program development options.
  • Core Competency Specific Technical responsibility for implementing technical activities, for tracking of financial expenditure, Quality control and monitoring, and project documentation of technical activities within core competency.
  • Implement plan of action for Shelter Core Competency project (activities, budget, and project documentation)
  • Day to day follow of progress in project implementation.
  • Ensure compliance with NRC policies Core Competency tools, handbooks, and guidelines.
  • Ensure that projects target beneficiaries most in need and explore and asses new and better ways to assist.
  • Promote and share ideas for technical improvement.
  • Prepare periodic progress reports and other documents.
  • Ensure capacity building of project staff and transfer key skills.
  • Liaison and collaborate with relevant local authorities and stakeholders.
  • Promote the rights of Internally Displaced People/returnees in line with the advocacy strategy.
  • Lead Protection Monitoring following the Afghanistan Protection Cluster Monitoring Framework and support Protection-Evidence based advocacy.
  • Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies.

Specific Responsibilities:

  • The Team Leader holds overall responsibility for management of the Technical and Community Mobilization activities of the Shelter project including project planning and implementation, assessment, monitoring and evaluation and training.
  • Supervision and capacity build-up of Shelter staff.
  • Responsible to ensure the shelter project is implemented according to the plan with the required quality and design, Conduct field visit and interviewing returnees/Internally Displaced People and host communities.
  • Responsible for assessment, project planning, implementation, and monitoring
  • Schedule and participate in mobile teams and field missions. Responsible for the safety and security of staff while in the field.
  • Ensure that all programming, administrative and logistical tasks are promptly and correctly completed in accordance with NRC policies, procedures, and guidelines.
  • Ensure that all program data are accurately collected and reported; the shelter officer/assistance is in fact provided to selected and approved beneficiaries; the quality and quantity of construction materials distributed; the shelter completion and occupancy.
  • Represent NRC in meetings and promote exchange of information with relevant external actors.
  • Remain current on all issues related Shelter Programming and ensure that staff maintain and update their knowledge.
  • Participate in NRC staff seminars and training.
  • Coordinate strategy and approach with other NRC offices and personnel.
  • Conduct staff meetings and produce regular reports.
  • Any other tasks as assigned by the immediate superior.

Generic Professional Competencies:

  • Experience with field-level coordination with UN organizations, INGOs, Donors and government authorities.
  • Understanding of returnee/IDP advocacy, beneficiary selection, land, and shelter issues.
  • Must be able to prioritize and have excellent multitasking, documentation and reporting skills.
  • Good problem-solving skills, diplomatic and self-directed.
  • Core competency expertise.
  • Knowledge of cash-based interventions and market-based programs
  • Documented results related to the position’s responsibilities.

Context/ Specific skills, knowledge and experience: 

  • Minimum of University degree Civil engineering, with 4–5 years’ experience in community-based projects or building construction projects.
  • Ability to remain focused under pressure with a commitment to work hard and for a long time.
  • Proven communication, interpersonal and negotiation skills with strong experience.
  • Experience with ES/NFI cluster standards.
  • Substantial previous experience, with a satisfactory performance, from the same or a similar office preferably with an international NGO or a branch of the UN Previous experience of working in complex and volatile contexts.
  • Computer literacy
  • Fluency in written / spoken English and local languages.
  • Able to express your ideas clearly and confidently in speech.
  • Able to act on initiative, identify opportunities & be proactive in putting forward ideas & solutions.
