JOB DESCRIPTION

Result of Service
He/she will coordinate the team to carry out a “Report of thirty (30) municipalities most susceptible to risks to disasters in the state of Rio de Janeiro”, using existing secondary data. From a perspective of the regions of the state of Rio de Janeiro, this report will also draw up a non-exhaustive list of strategic initiatives aimed at promoting risk reduction and enhancing the adaptation and resilience of municipalities to extreme climate events. The Technical Coordinator will work in close collaboration with the Rio Inclusive and Sustainable Coordinator, and the operational, technical and communications teams of UN-Habitat Brazil in Rio de Janeiro. Also, he/she might work in collaboration with local project teams, Government officials, media, multilateral and bilateral donors.

Duties and Responsibilities
Background The main mandate of the United Nations Human Settlements Program (UN-Habitat) is to promote the sustainable development of human settlements and policies that lead to adequate housing for all. Within this framework, UN-Habitat supports federal and state governments, as well as local authorities and other partners to implement the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the low-income population living in urban centers by transforming cities into safer, more inclusive, compact, integrated, resilient, and connected places, with better opportunities, where everyone can live with dignity. It works with organizations at all levels, including all spheres of government, civil society, and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin America and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. UN-Habitat initiated a project with the State Government of Rio de Janeiro (Governo do Estado do Rio de Janeiro – GERJ) that aims to strengthen urban resilience in the State of Rio de Janeiro based on the implementation of the 2030 Agenda and the New Urban Agenda principles. The project will support the State to achieve urban prosperity while implementing global sustainable urban development agendas. In particular, the proposal focuses on increasing its urban resilience through the development of disaster prevention and mitigation actions. As part of this project there is a “Report of the thirty (30) municipalities most susceptible to risks and disasters”, a quick report on climate vulnerability, which will be used to elaborate a list of priority actions for each city. In order to support the implementation of this Project and UN-Habitat’s mandate in Brazil, we are looking for a Technical Coordinator to work on the “Report of the thirty (30) municipalities most susceptible to risks and disasters”. Report to UN-Habitat Manager The Technical Coordinator reports to the National Officer for Brazil, who will evaluate him/her. Outputs/Work Assignment The Technical Coordinator will be responsible for guiding a team of consultants and ensuring the completion of all activities required to develop the Report on the climate vulnerability of the thirty (30) municipalities. This report will be delivered as a single volume subdivided into the administrative regions of the state of Rio de Janeiro, with appropriate contextualization. Each of the thirty (30) municipalities will be presented considering their specific characteristics within their regional context. The outputs are detailed below. The Technical Coordinator shall support and advise on the implementation of project activities according to the responsibilities indicated below. Responsibilities Under the overall supervision of the National Officer for Brazil, the Technical Coordinator Consultant will have the following responsibilities: a) Lead and manage senior and junior technical consultants on the elaboration of the full report. b) Structure the summary of the climate vulnerability report model, including the data and instruments to be utilized. c) Ensure the quality and conduct technical reviews of the products of the consultants. d) Guarantee a regional analysis for each region. e) Organise the workplan, including the field visits to be conducted by the technical consultants. f) Guide the team activities to maintain the schedule and the quality of the deliverables. g) Guide the research on existing data of the recent impacts of the rains and landslides that affected the state of Rio de Janeiro. h) Guide the existing data analysis and systematization of the information from the regions selected. i) Provide, when possible, an integrated perspective on basic urban services such as housing, mobility, energy, water, sanitation, etc. and their vulnerability to extreme weather events. j) Attend technical visits to municipalities to validate the information and discuss priority actions. k) Guide the elaboration of a list of priority actions to contribute to the targeting of public resources to increase resilience and reduce disaster risk in the thirty (30) cities. l) Prepare reports for partners, internal reports, etc. at various stages of the projects. m) Be responsible for maintaining an organized and accessible information file. n) Maintain close communication with counterparts and local partners, such as the governments, civil society organizations, universities, private sector, etc. o) Be responsible for ensuring that all activities observe the principles of integrity of the United Nations. p) Participate in missions as requested. Deliverables Product 1: Workplan A detailed work plan, in Microsoft Word document, containing the work schedule, responsibilities and the summary of the report, to be fulfilled in the project. Expected Completion Date: 30 days after contract signature Product 2: Consolidated report with an overview of the thirty most vulnerable cities in Rio de Janeiro A report recollecting the data and information systematized for Rio de Janeiro, and disaggregated by the thirty (30) cities containing: • an inventory of secondary data available at the state level, considering existing studies, mappings and other relevant findings, in a sheet of Microsoft Excel. • systematization and analysis of existing instruments in state management, such as plans, instruments and policies, in a sheet of Microsoft Excel. • Consolidation of thirty (30) profiles prepared by the project hired team. • systematization of the collected data, in a Microsoft Word document. Expected Completion Date: 60 days after contract signature Product 3: Consolidated report on relevant actions for disaster risk reduction for the thirty most vulnerable cities in Rio de Janeiro A list and analyses of priority initiatives for Rio de Janeiro state, disaggregated by selected cities containing: • a consolidated non-exhaustive list of priority initiatives for disaster risk reduction, including relevant short-term (2024-2026) and medium-term (2027-2030) actions and initiatives, in a Microsoft Word document. • A consolidated mapping of the collected material, where available, displayed on an analysis map showing the location of priority initiatives, in GIS in editable and non-editable format. The mapping should focus on demonstrating a regional perspective. Expected Completion Date: 90 days after contract signature Product 4: Final version of a consolidated report about the thirty most vulnerable cities in Rio de Janeiro Final consolidated report, in a Microsoft Word document, with all findings and conclusions by municipality, aggregated and analyzed also by region. It should contain all the databases used or produced, including the georeferenced databases, listed on a sheet of Microsoft Excel and accessible by GIS in editable and non-editable format + PowerPoint presentation Expected Completion Date: 120 days after contract signature Product 5: Activities Report A detailed report, in a Microsoft Word document, with the activities developed, including applied methodology, achievements, lessons learned and its supporting evidence. Expected Completion Date: 140 days after contract signature
Qualifications/special skills
Academic Qualifications: Required: ● Postgraduate Degree (Lato or Stricto Sensu) in Engineering, Architecture and Urbanism, Geography, Urban Studies, Economics, Environmental Sciences, Climate Change or related fields is required. Experience: ● A minimum of eight (8) years of progressively responsible experience in project/programme management on development or urban and resilience related themes, preferable in the state of Rio de Janeiro, is required. ● Professional and academic experience on themes related to urban policy and development, risks and disasters, resilience, climate events in Brazil is required. ● Knowledge of the local context of the state of Rio de Janeiro is required. ● Previous experience within the UN System would be an asset. Skills: ● Good computer skills in Windows and Office packages and Web search engines are required. ● Good knowledge of data sources and analysis tools is required. ● Good handling of multiple writing and peer-review tasks is required. ● Good handling of technological tools and use of software and online platforms is desirable. ● Good handling of online event and conference tools is desirable. ● Good knowledge on project management methodologies is desirable. Knowledge Management → The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. Competencies Professionalism: Experience working in inter-institutional environment, project management, monitoring-evaluation; approaches and strategies regarding good urban governance and local and regional development; and climate risk reduction. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with teams, demonstrate leadership, conflict management and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the main streaming of vulnerability; willingness and ability to work in difficult environments.
Languages
● English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. ● For the post advertised, fluency in Portuguese is required.
Additional Information
Travel details The consultant must be available to travel to the places related to the activities in the country, if requested by the National Officer for Brazil and/or the International Officer. Remuneration (SB-4/5, part time, 60%) The consultant will receive an amount of BRL 50.000 to be paid in five (5) instalments upon the presentation and approval of the following products: ● Payment 1: Upon delivery and approval of Product 1 (BRL 10,000). ● Payment 2: Upon delivery and approval of Product 2 (BRL 10,000). ● Payment 3: Upon delivery and approval of Product 3 (BRL 10,000). ● Payment 4: Upon delivery and approval of Product 4 (BRL 10,000). ● Payment 5: Upon delivery and approval of Product 5 (BRL 10,000).
