ORGANIZATIONAL CONTEXT

Burkina Faso has been facing a security crisis since 2015, stemming from threats and attacks by armed terrorist groups. One of the main consequences of this situation is the emergence of a humanitarian crisis leading to massive population displacements and a drastic reduction in agricultural and livestock production in affected areas. Furthermore, according to the results of the Harmonized Framework analysis in March 2024, the population in need of immediate assistance is estimated at 1,749,437, including 283,409 children under the age of ) These people, who represent 8% of the country’s total population, are concentrated mainly in the CentreNord (22%), Nord (18%), Est (17%), Sahel (16%), CentreEst (7%) and Boucle du Mouhoun (6%) regions. These areas also correspond to locations with significant security challenges and internally displaced populations (IDPconcentration. The March 2024 Cadre Harmonisé (Canalysis indicates that the number of people facing acute food insecurity is four times higher when compared to the same period 5 years ago. The analysis highlights that over 7 million people face acute food insecurity (CH phases 3–4) during the lean season between June and August, a dramatic increase from the 687,000 people during the same period in

WFP engages with national and subnational stakeholder institutions and organizations that contribute to the functioning of systems and programmes and provide support to their own populations with their food security and nutritionrelated needs. WFP enhances the capacities of government structures within the national food security system, including SP/CONASUR (Conseil National de Secours d’Urgence et de Réhabilitatio, the SECNSA (Secrétariat Exécutif du Conseil National de Sécurité Alimentairand the SONAGESS ( Société Nationale de Gestion du Stock de Sécurité Alimentair. In fact, WFP CO BF assists different institutions building on existing skills, knowledge, systems and institutions to enable governments and key stakeholders to take responsibility for investing in and managing hunger solutions through capacity strengthening in a scattered way. There is a clear need to undertake an indepth mapping of the capacity strengthening effort and engagements to better understand where WFP has the highest leverage, what is the comparative advantage and how the different collaborations can be either developed, continued and/or monitored. This will enable the development of a clear and efficient strategy of WFP’s engagement in the domain in the country aligned to the government’s priorities.

KEY ACCOUNTABILITIES (not allinclusive, nor exhaustiv:

Under the supervision of the Head of Social Protection and Country Capacity Strengthening (CC, in liaison and collaboration with other WFP units, the Programme Associate will contribute to strengthen the technical support and strategic thinking for the unit by undertaking the following duties:

  • Support the timely implementation of the work plan and activities for 2024 during the next 6 months in connection with CCS of WFP Country Office in Burkina Faso;
  • Prepare and cofacilitate a CCS mapping/ prioritization workshop:
    • providing technical and administrative support,
    • ensuring the logistical organization of the workshop is successfully organized
    • synthesizing and analyzing the information, which includes drafting the report
  • Work with HOU to identify the resources required to implement the CCS portfolio, support HOU in developing an action plan to implement the activities identified in the CCS portfolio and ensure that there is an operational plan for all CCS activities and follow up on them.
  • Provide project management support to specific SP and CCS initiatives to ensure that the various activities are performed within the established timeframe following WFP’s policies and procedures through internal and external review meetings with activity managers and with concerned government entities to monitor progress in implementing action plans, identify bottlenecks and define corrective measures together.
  • Design and implement jointly with the RAM team a monitoring and evaluation framework to track the progress and effectiveness of the CCS portfolio.
  • Documenting best practices, lessons learned, and success stories highlighting trends/issues and ensuring deliverables adhere to corporate standards and quality control to share with the broader WFP network and contribute to organizational learning.
  • Collaborating with the government and partners to assess capacity gaps and identify areas for improvement, engaging government counterparts for activities where the CCS team is the lead and together define the way forward for the implementation of these activities aligned to the government’s priorities.
  • Developing and deliver training programs to build the skills and knowledge of local stakeholders in specific identified areas as indicated in the strategy.
  • Providing inputs and consolidate regular and ad hoc reports and briefs on the progress, challenges, and achievements of the CCS work and portfolio to donors and stakeholders. Taking charge of verifying the completeness and correctness of CCS data during ACR 2024 and/or complementing if needed. Contribute to the finalization of any open reports related with the Emergency Territorial Development and Resilience Project (PUDT
  • Support the social protection team with data analysis, particularly related but not exclusively limited to the Single Social Registry.
  • Any other tasks that may arise to support the implementation of the “social protection and country capacity strengthening” work plan and activities (supporting Act. 3 and 6 of CS;
  • Organize an orientation/refresher session on CCS and how to engage government to facilitate processes for all country office staff.

QUALIFICATIONS AND EXPERIENCE:

Education: Completion of secondary school education. A postsecondary certificate in the related functional area.

Experience: Six or more years of progressively responsible work experience in the relative business stream with experience in general administrative work.

Knowledge and Skills:

• Has worked with technical teams (i.e. nutrition, VAM, etc.).

• Has contributed to implementation of programs

• Has observed or assisted with policy discussions.

Language: Fluency in french and knowledge in english.
