Purpose of the SSA: 

Background:

To increase the capacity of Ministries of Health (Tanzania mainland and Zanzibatowards effective coordination and implementation of the PENPLUS Regional Strategy to address severe NCDs, by supporting the mainstreaming of national plans to reduce the burden of major, chronic, severe, and other NCDs in line with Regional and Global efforts.

 

Scope and Methodology:

Under the direct supervision of the WHO Representative, the incumbent is expected to provide technical support to Ministries of Health in the execution of the WHO AFROinitiated project on PENPLUS, in line with the PENPlus Regional Strategy to ensure integrated prevention and control of chronic and severe NCDs services in the United Republic of Tanzania.

Summary of Assigned Duties:

<![if !supportLists]>    <![endif]>Provide technical support for mapping national partners involved in PENPlus initiatives in Tanzania by facilitating coordination and communication across established committees of the Ministry of Health

(e.g., SWAp, NCD Governing bodie, the President’s Office Regional Administration and Local Government (PORAL, WHO levels, and NCD partners to enhance awareness and engagement on the PENPlus strategy and ensure optimization of available resources.

<![if !supportLists]>    <![endif]>Facilitate the engagement of key stakeholders to develop a national implementation plan for PENPlus.

<![if !supportLists]>    <![endif]>Provide technical support to develop a detailed budget and sustainable funding model for the PENPlus implementation plan.

 

<![if !supportLists]>    <![endif]>Contribute to providing technical assistance in the monitoring and evaluation (M&of PENPLUS initiatives by engaging with teams of the Ministry of Health and Health Information Systems through,

<![if !supportLists]>•      <![endif]>Supporting a baseline assessment to identify technical support needs within the Tanzanian context, aligning with the WHO AFRO region, WHO HQ, or other available international resources.

<![if !supportLists]>•      <![endif]>Supporting the adoption of key performance indicators (KPIdeveloped through AFRO and ensuring progress is tracked from the baseline assessment, and lessons learned to guide the reprogramming of activities, as applicable.

<![if !supportLists]>•      <![endif]>Ensure timely collection and quality control of data on PENPlus NCD services for timely analysis and report contribution to the Tanzania Health Portal and Regional Health Observatory.

<![if !supportLists]>•      <![endif]>Provide technical support to compile and disseminate a comprehensive country profile report based on collected epidemiological and qualitative data.

<![if !supportLists]>    <![endif]>Provide technical support to establish a technical working group to adapt and translate WHO guidelines to meet the national context.

<![if !supportLists]>    <![endif]>Provide technical assistance on the scaleup of PENPLUS services using lessons from ongoing pilot facilities in Kondoa and Karatu districts to drive evidencebased actions and ensure alignment with national priorities.

<![if !supportLists]>    <![endif]>Provide technical support to design and implement a patient navigation tool and standardized service delivery models for PENPlus.

 

<![if !supportLists]>    <![endif]>Provide technical support to develop and conduct trainingoftrainers (Tosessions to build capacity for PENPlus implementation.

<![if !supportLists]>    <![endif]>Provide technical support to organize national roundtable discussions with potential funders and develop targeted funding proposals.

<![if !supportLists]>    <![endif]>SPECIFIC REQUIREMENTS

 

Language:  

Essential: Fluency in both English and Swahili language.

Desirable: Working knowledge of other UN languages is an added advantage.

Education:

Essential: Degree in Medicine, public health or a related field from a recognized university, with a good orientation to Noncommunicable Diseases Control.

Desirable: Postgraduate qualification in Health or equivalent.

Experience:

Essential:

<![if !supportLists]>•      <![endif]>At least five years of work experience working in the field of health.

<![if !supportLists]>•      <![endif]>Conversant on NonCommunicable Diseases Control Programmes, the WHO PEN, and PEN PLUs

Strategy.

Desirable: Working experience with WHO or other UN Agencies would be an asset.
