Action Against Hunger Haiti is part of the international Action Against Hunger network, which provides humanitarian assistance in more than 40 countries around the world in the sectors of nutrition, health, protection, water/sanitation and food security. Action Against Hunger prioritizes its areas of intervention based on factors such as security levels, food and nutrition security assessments, and the presence and capacity of other actors on the ground
Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.
Action Against Hunger currently operates in the provinces of NorthWest, NorthEast, Artibonite, South and Grande Anse. In 2024, Action Against Hunger plans to strengthen its presence in Artibonite and resume operations in PortauPrince, while maintaining a minimal presence in the NorthWest and NorthEast.
Action Against Hunger Haiti is looking for a Field Coordinator, who will be based in Gonaïves, to oversee Action Against Hunger activities in the Grand Nord. The Field Coordinator will oversee activities implemented in Artibonite, as well as teams working in the NorthWest and NorthEast.
I. Job Summary
The Field Coordinator will ensure compliance with all procedures and monitoring indicators in place including internal and external coordination, while being the guarantor of security throughout the intervention zone in order to ensure impeccable quality of programs in compliance with the country strategy.
II. Essential Job Duties
a. Coordinates the implementation of Action Against Hunger country strategy in its area of intervention
Participate in the development and updating of the country strategy by providing information from the field.
Ensure the implementation on the ground of the part of the country strategy for which he is responsible in collaboration with the Country Director and the Program Managers.
b. Coordinates the overall implementation of programs in the field
Coordinate and monitor the implementation of planned projects.
Coordinate the development of new projects in the field in collaboration with department managers and program managers.
Supervise the activities of support services at the field level, in collaboration with support department managers.
Ensure synergy between technical and support teams at field level.
Ensure the implementation of recommendations from internal audits/visits by department managers in the field/field assessment.
c. Manages teams in their area of intervention
Supervise and manage team members under his/her direct responsibility.
Participate in the recruitment of his/her direct team (for expatriate staff in his/her area of intervention at the request of the Country Directo.
Monitor the social climate in its area of intervention and alert the Country Director and the head of the HR department in the event of difficulties or social demands.
Overall management of training needs in its area of intervention.
Encourage compliance with the charter and the fight against fraud and abuse of power and alert the Country Director in the event of fraud or abuse of power.
d. Facilitate good relationships with coordination teams
Keep coordination teams informed of program implementation.
Proactively solicit coordination teams for any questions that could call into question programs, funding; or the safety of teams and equipment.
Ensure that field teams clearly express requests for support to coordination teams in order to maximize operational effectiveness and program impact.
In general, play a facilitating role between the “field” and the “capital”.
Manage the monitoring of recommendations from technical and support departments.
e. Represents Action Against Hunger and ensures relations with partners, authorities, United Nations agencies and NGOs in its area of intervention
Coordinate and supervise all partnerships in its area of intervention.
Participate in humanitarian coordination activities in their intervention zone, alternating with the country director.
If necessary, implement at the local level the strategy and advocacy activities defined for the mission.
f. Ensure reporting and communication
Coordinate the reporting activities of Program Managers in the field in compliance with the requirements of donors and headquarters (type and quality of informatio.
Coordinate the establishment of a program capitalization system to provide evidence for advocacy activities.
The implementation of good communication practices in its area of intervention.
g. Manages the safety and security of the base
Monitor the evolution of the security environment (networking, collection and analysis of information et.
Maintain an effective network with local stakeholders on context and security issues, collect and analyze information to establish the context analysis and risk analysis.
Write the Local Security Plan with the support of the Logistics Manager and transmit it to the Logistics Department Manager.
Brief Action Against Hunger teams on context and security.
Ensure compliance with safety rules with the support of the Logistics Manager.
Manage any security incidents and report them to the Country Director.
Actively participate in audits and ensure that recommendations are implemented
III. Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with interruptions.
To travel to the field, the employee must attest to a level of physical fitness capable of enduring physically difficult, highly stressful situations which may include the necessity to walk long distances, to eat a limited diet and/or to reside in potentially uncomfortable housing or tents.

IV. Working Conditions, Travel and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required by contact with the missions, mission security, or other obligations.
Must be able to travel as required for standard domestic and international business travel as well as to the missions if appropriate. While visiting the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well is to infectious diseases.

Requirements
Required Qualifications
· Advanced university degree in management, project management or other related field (professional qualifications in logistics management are preferre.
Required Skills & Experience
· French and English are the working languages for ACF in Haiti. Fluency in French is essential, a good understanding of English is preferred. Knowledge of Creole will be an asset.
· Extensive experience in developing and implementing humanitarian projects.
· Strong experience managing complex operations including multiple projects, sites, budgets and diverse teams.
· Indepth understanding of donor rules (ECHO, SIDA, WFP, UNICEF, etc.).
· Excellent analytical, team management and communication skills.
· Proven experience in personnel safety and security in developing an understanding of security for various personnel profiles.
· Strong interpersonal skills and ability to build team spirit and manage people.
