JOB DESCRIPTION

Background:

The UN Women Regional Office for Arab States (ROAlocated in Cairo, is leading and supporting the roll out of several programmes on ending violence against women in the region. These programmes fall under the triple mandate of UN Women and provide support at the normative, coordination and operational level to ensure women and girls in the region live a life free from violence.

Reporting to Deputy Regional Director and work in close collaboration with the Progrmamme Management Support Specialist in a multidisciplinary EVAW team. the EVAW Programme Specialist Consultant will support the effective development of key documents to further support the implementation  of UN Women EVAW programmes in the ROAS by contributing in the programme design, formulation and drafting of a  situational analysis, a programme document (proDoand a resource mobilization strategy  and implementation. In addition,  S/he supports the delivery of UN Women programmes by analyzing results achieved during implementation and supporting appropriate application of systems and procedures. She/he works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bilateral donors and civil society ensuring successful UN Women programme implementation under portfolio.
Description of Responsibilities /Scope of Work

Develop a programme document on EVAWG in the Arab States:

  • Undertake a regional situation analysis with regards to EVAWG in the region both in development and humanitarian context, which should include a synthesis of best practices and lessons learned to feed into EVAW programming;
  • Based on situation analysis document, prepare a detailed outline of the project document, following the UN Women template in line with the UN Women ROAS strategic note as well as UN Women’s strategic plan;
  • Develop a theory of change around key outcomes, outputs and activities ensuring alignment ROAS strategic note theory of change and results framework;
  • Develop the ProDoc based on the situation analysis document, in consultation with the UN Women ROAS as well as Country Office team including a budget estimate and timeline for each activity;
  • Consult and collect comments and suggestions on the project document from UN Women colleagues and key partners at the drafting stage;
  • Revise and finalize the project document based on comments received.

Develop a resource mobilization plan and a mapping of potential partners

This will involve mapping potential donors  for ROAS   (national and developing a resource mobilization strategy for funding on EVAW  in line with their programmatic interest

  • Prepare a detailed outline of the resource mobilization plan, in line with the recommendations made in the situation analysis (prioritization of needs, mapping of EVAW fundin;
  • Consult and collect comments and suggestions on the resource mobilization plan from colleagues UN Women ROAS during the drafting phase;
  • Revise and finalize the resource mobilization plan based on the feedback received.

Provide substantive thematic technical support to the implementation of the Ending Violence against Women & Girls (EVAW 

  • Contribute to regional communication activities related to EVAW (16 Days of Activism against GenderBased Violence as part of the UNiTE to End Violence against Women Campaig
  • Prepare briefing notes, talking points, background papers, and presentations as requested;
  • Contribute and provide support to other tasks that may be assigned.

This is a homebased consultancy assignment.

As part of this assignment, periodic travel to the Arab States region may be required.

Education:

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
  • A Firstlevel university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • A minimum of 7 years of progressively responsible experience at the national or international level in design, planning, implementation, monitoring, and evaluation of development projects is required;
  • Technical experience in ending violence against women and girls (EVAWis required;
  • Experience coordinating and liaising with government agencies and/or donors is desirable;
  • Experience working in the UN System is desirable.

Languages:

  • Fluency in English is required;
  • Knowledge of Arabic and French is an asset.
