Introduction

The “Working in Freedom in Jordan’s QIZs” project, launched by the International Labour Organization (ILand funded by the United States Department of Labor (USDO, operates through the AlHassan Workers’ Centre. Established in 2014 within the Al Hassan Industrial Zone in Irbid Governorate, Jordan, it offers a space for empowerment and support to migrant garment workers, who produce garments for major U.S. brands. The centre provides a variety of services including psychosocial support, legal and economic empowerment, health services, and skill development opportunities, benefiting around 30,000 workers annually from countries such as Bangladesh, India, Jordan, and Sri Lanka.

The project aims to improve the wellbeing of the workers, many of whom are migrants, by building mutual support networks, offering access to critical services, and promoting fundamental labour rights. The centre plays a key role in fostering a healthier, safer working environment for these individuals and seeks to align with international labour standards on workers’ rights.

The Monitoring and Partnerships Officer will support the “Working in Freedom” project coordinator by ensuring the monitoring of its activities and their alignment with ILO and USDOL requirements. The role aims to maintain accurate and timely data collection, improve project outcomes, and enhance stakeholder cooperation.

The Monitoring and Partnerships Officer is responsible for managing the project’s monitoring and evaluation framework, conducting field visits to validate progress, and producing progress reports as well as responding to queries from the donor. Working under the guidance of the Project Coordinator they will work closely with the Workers’ Centre team and coordinate with various stakeholders, including government and social partners, to advance the project’s objectives on fundamental labour rights.

In summary, the position’s objective is to monitor all aspects of the project, facilitate evaluation work, liaise with the government and social partners, and other stakeholders, and provide robust programmatic support.

Reporting Lines

The Monitoring and Partnerships Officer will report to the Project Coordinator. The position will receive technical guidance from the Jordan Country Coordinator for all external relations, the Regional Programme Officer for programme matters, and the Regional M&E Officer for monitoring and evaluation. The Officer will work closely with the Workers’ Centre team, government agencies, employers’ organizations, and social partners to implement project activities.

Description of Duties

Revise the exiting Monitoring and Evaluation (M&Framework: Ensure the project’s M&E framework complies with ILO’s and USDOL project requirements (theory of change, log frame, indicators, M&E plan…).Monitor progress of the projects and activities, by reviewing, verifying and analysing workplans, progress reports, final reports and other data for clarity, consistency and completeness.

Periodically report, monitor and facilitate the evaluation of all project’s components according to the project’s document and work plan. Prepare required technical progress reports and ad hoc reports on the status of project planning and implementation for submission to the ILO and the donor in line with USDOL Management Procedures & Guidelines.

Ensure the delivery of quality technical inputs, including qualitative and quantitative research, in line with ILO and USDOL reporting standards.

Conduct regular field visits to the project site in Irbid to validate data collection, verify project progress, and assess the quality of implementation.

Ensure highlevel communications to increase project’s visibility at the national and international levels. This includes the responsibility to liaise with the UN country team, and other key stakeholders, to ensure effective coordination with relevant national strategies and related technical projects. Under direct guidance of the Regional Office communication team maintain relations with mass media and concerned media groups in order to increase the impact of the project in society as a whole.

Ensure the collection of relevant monitoring data that supports both midterm and final evaluations of the project. Provide the needed facilitation for the evaluation missions.

Contribute to research studies commissioned by Projects by preparing terms of reference and identifying and engaging external collaborators.

Maintain close cooperation and coordination with government, employers’ and workers’ organizations and social partners in the planning and implementation of activities under the project.

Design and implement activities to build the institutional capacity of the Workers’ Center Association in collaboration with Project Coordinator and the Workers’ Center Board.

Contribute proposals for project development and serve as a programme advisor to the project and draft portions of programme and budget proposals, project proposals, programme background, country strategy papers, objectives and project reviews and evaluation. Monitor progress of ILO programmes, projects and activities, by reviewing, verifying and analysing workplans, progress reports, final reports and other data for clarity, consistency and completeness. Promote the inclusion of gender equality and nondiscrimination in all aspects of the project.

Identify problems, propose solutions and action and followup with relevant departments at headquarters and regional office, executing agencies, government offices, constituents and other organizations to expedite implementation and meet targets.

Provide or ensure access to legal and policy advice to the government and the social partners on issues related to the effective implementation of the fundamental principles and rights at work, with a particular emphasis on freedom of association and collective bargaining.

Required qualifications

Education

First level university degree in economics, social sciences, or related field, and strong knowledge on development issues particularly in migrant workers issues and political landscape in Jordan.

Experience

At least three years of experience in project management, monitoring, evaluation and external relations.

Technical requirements

Good knowledge of migrant workers issues, monitoring and evaluation, programme management and external relations. Knowledge of the labour law is an advantage.

Languages

Excellent knowledge of English and Arabic languages with strong writing and drafting skills.
