JOB DESCRIPTION

Organisational context
The incumbent supports the implementation of OCHA’s mandate focusing on the following sets of activities: improving humanitarian access and civilmilitary coordination; strengthening humanitarian intersector and interagency coordination; and improving interagency humanitarian preparedness and response in Damascus Governorate.
Position Purpose

Support and promote humanitarian access.

Functions / Key Results Expected 

  • Under the guidance and direct supervision of the OCHA National Humanitarian Affairs Officer (FRand the OCHA Head of the Humanitarian Access and CMCoord Unit (SR, the incumbent is expected to perform the following tasks:
  • Draft minutes of all Humanitarian Access Working Group (HAWmeetings and other meetings involving the Humanitarian Access and CMCoord Unit and follow up on main action points.
  • Undertake all nationallevel and Damascus hublevel secretariat activities pertaining to Accessrelated themes including drafting correspondence, meeting minutes, etc.
  • Guide humanitarian partners at the national level on the effective use of the Humanitarian Notification System (HNfor Syria.
  • Maintain all nationallevel and locallevel contact lists and mailing lists relevant to the Humanitarian Access and CMCoord Unit.
  • Maintain all nationallevel and locallevel Access and CMCoord databases, including the Access Monitoring and Reporting Framework (AMR.
  • Support the OCHA Damascus suboffice in translating the HCT Humanitarian Access Strategy into action.
  • Participate in subnational intersector and interagency coordination meetings in the Damascus hub and present on ways OCHA can provide support to improve humanitarian access.
  • Facilitate access severity focus group discussions with INGOs, NNGOs and UN agencies working in the Damascus hub on a regular basis.
  • Draft regular generic and thematic access snapshots and information products focused on governorates within the Damascus hub.
  • In support of the Access and CMCoord Unit, engage with interlocutors as needed to strengthen civilmilitary linkages with the aim of improving humanitarian access.
  • Conduct access trend analysis for the Damascus hub.
  • As needed, participate in field missions within the Damascus hub to provide needed support on humanitarian access.
  • Perform other duties as required by the National Humanitarian Affairs Officer.

Required Skills and Experience
Education:
  • Secondary education is required Or
  • A first level university degree (Bacheloin in Economics, Social Sciences, Political Sciences, or relevant field will be given due consideration, but it is not a requirement.
Experience:
  • Minimum of 6 years (with high school diplomor 3 years (with bachelor’s degreof progressively responsible experience in humanitarian work.
  • Good geographical knowledge of the geographical, political, and cultural context of the AOR is highly desirable.
  • Experience in secretariat or administrative support roles, especially within humanitarian organizations, INGO’s or NGOs is highly desirable.
  • Proficiency in using Windows OS and MS Office Suite (Word, Excel, PowerPoinfor documentation, analysis, and presentation purposes is an asset.
  • At least one year of relevant experience in humanitarian affairs, development and/or project management is an asset.
  • Experience in humanitarian coordination, preparedness, and response in emergency situations (complex emergency and/or natural disasteis highly desirable.
  • Good analytical skills to assess the context, identify risks, and analyze data relevant to humanitarian operations is an asset.
  • Excellent communication and interpersonal skills to build and maintain relationships with a diverse range of stakeholders is highly desirable.

Proficiency in drafting skills is highly required to ensure precise and effective communication of Humanitarian Access reports and technical information.

  • Fluency in oral and written Arabic and English is required.
