The position is located in the AntiRacism Office. The Programme Management Officer for Coordination and Policy Research reports to the Director of the AntiRacism Office. The AntiRacism Office (ARwas established by the UN General Assembly in the Department of Management Strategy, Policy and Compliance (DMSPto oversee, coordinate and monitor the implementation of the Strategic Action Plan on Addressing Racism and Promoting Dignity for All (SA. The mandate of the ARO is to combat racism within the UN Secretariat and promote a zerotolerance approach to racism and racial discrimination through open dialogues, effective training and knowledge provision, policy review and analysis, as well as racial justice by strengthening reporting and proficient adjudication of racial discrimination cases. The work of the Programme Management Officer for Coordination and Policy Research will focus on implementing, monitoring, and evaluating programmes, projects, and other activities to address racism and racial discrimination in the workplace.
Responsibilities
Within delegated authority, the Programme Management Officer will be responsible for the following duties: • Conduct evidencebased research and information gathering from diverse sources on issues and trends pertaining to addressing racism and racial discrimination in the workplace, and on ongoing antiracism initiatives undertaken by multilateral institutions, Member States, nongovernmental organizations and corporations. • Contribute to establishing critical methodologies for research and analysis to support project development, implementation, monitoring, and evaluation in addressing racism and racial discrimination. • Conduct reviews of relevant documents and reports; identify problems and issues to be addressed and propose corrective actions; liaise with relevant parties; identify and track followup actions. • Conduct policy review and development by researching issues and trends, preparing evaluations, and conducting studies to enhance policies that incorporate the most effective antiracism norms and practices. • Coordinate knowledgemanagement across different entities and curate a repository of impactful antiracism policies, practices and approaches. • Prepare various written outputs, e.g., draft background papers, memoranda, letters, email correspondence, analysis, sections of reports and studies, inputs to publications, etc., for the Director’s approval. • Provide substantive support to consultative and other meetings, conferences, etc., including proposing agenda topics, identifying participants, preparing documents and presentations, etc. • Undertake outreach activities, contribute to training workshops, seminars, etc., and make presentations on assigned topics/activities on antiracism at the workplace. • Provide substantive support to leadership in project development and implementation of the work programme, including actions related to the administration of human and financial resources ensuring consistency in the application of UN rules and procedures. • Provide substantive support to leadership with activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.). • Provide Substantive support to leadership with work related to procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services. • Collect and analyze data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable datadriven planning, decisionmaking, presentation and reporting. • Perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalenin law, sociology, anthropology, psychology, political science, economics, international development, or related disciplines is required. A firstlevel university degree (Bachelor’s degree or equivalencombined with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project development, management and implementation, administration of human and financial resources or related area is required. A minimum of three years of progressively responsible experience in conducting evidencebased research and analysis through qualitative and quantitative methods is required. A minimum of one year of experience in developing, implementing and coordinating antiracism programmes is required. Experience in conducting policy review and analysis on antiracism and related fields is desirable. Experience in project monitoring and evaluation is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.
