Org. Setting and Reporting
This position is located in the Office of the Chief of Mission Support, supporting both the United Nations Mission to support the Hudaydah Agreement (UNMHand the Office of the Special Envoy of the SecretaryGeneral for Yemen (OSESG. The incumbent will report to the Heads of both UNMHA and OSESGY. SheHe will be based in Amman, Jordan, and will be required to travel regularly to Hudaydah and other duty stations in Yemen. HerHis presence in Yemen may be required for an extensive period.
Responsibilities
Within the limits of the authority subdelegated by the two (2) Head(of Entities of OSESGY and UNMHA, the Chief of Mission Support (CMwill be responsible for performing the following duties: Contributes to the mandate implementation of both OSESGY and UNMHA by providing the necessary mission support services including Operations and Resource Management (budget, finance, human resources, service center, field technolog; Supply Chain Management (warehousing, movement control, acquisition and procuremen, Service Delivery (transport, aviation, medical, engineering, life suppor; control and compliance functions. Certifies expenditures for both OSESGY and UNMHA. Advises the Heads of Entities of both OSESGY and UNMHA on all matters pertaining to administrative and logistical support. Plans, organizes, implements, manages and oversees activities of all OSESGY and UNMHA support operations. Provides effective management of human, financial and material resources of both missions. Identifies broad strategies required for the development and implementation of the mission support’s work programme. Ensures alignment with the Organizational and Departmental strategic goals and directions. Ensures development, preparation, coordination and monitoring of overall work plans, strategies and programmes for the support activities of the missions and takes the lead in securing the required human and financial resources for the missions. Establishes a set of sound procedures, practices, standards and tools that are consistent with UN regulations, rules, policies and practice to ensure proper budget, accounting, financial and human resources management and control. Liaises, negotiates and coordinates with national authorities with respect to administrative and logistical matters. Ensures cooperation and integration of administrative and logistical resources with military, police and civilian substantive elements of the missions, as required. Provides guidance, support and supervision to senior administrative, logistics and technical support staff, as well as supports audit and evaluation services, as appropriate. Ensures the provision of guidance, performance evaluation, supervision and mentoring to all mission support and other staff in the areas of his/her responsibility. Maintains good order and discipline of staff under his/her overall supervision. Represents the missions before legislative bodies, providing information and clarification in support of budget proposals. Represents the mission support component at meetings, protocol and ceremonial occasions, military parades, etc. Performs related duties as may be required by the Heads of entities e. g., provides briefing to visiting senior officials on mission, administrative and technical support activities, etc. Performs other related work as required.

Education
Advanced university degree (master’s degree or equivalenin business or public administration, human resources management, accounting, management, logistics, supply chain management, engineering, communications or related field is required. A firstlevel degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. The selected candidate will be required to complete the mandatory trainings/certification required to perform significant functions in the management of financial, human and physical resources.

Work Experience
At least fifteen (15) years of progressively responsible experience in public or business administration, management, programme management, human resource management, finance, accounting, logistics, supply chain management, information technology or related area is required. At least five (5) years of experience at seniorlevel managing complex operations in United Nations common system field operations, including peacekeeping and special political missions, UN agencies, funds, and programmes; or fieldbased operations of other public international organizations or nongovernmental organizations is required. At least three (3) years of experience implementing complex support programmes and administrative rules and procedures in a volatile environment is required. At least two (2) years of experience providing strategic policy advice to seniorlevel officials is required. Experience in developing operational strategies, change management and workforce planning in an international setting; in coordinating and providing services to multistakeholders and United Nations country teams in managing common services and premises is required. Experience at the senior level in directly managing crossfunctional teams and sections is required. A proven track record of leadership and management in multicultural settings in a politically sensitive context is required. Prior experience serving as a Chief or Director of Mission Support in a UN peacekeeping or a special political mission is desirable. Experience supporting field operations with Military Observers is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
