Job purpose:

To provide technical support for the deployment and scaleup of SCOPE in Djibouti, and ensuring that the necessary technical and design activities for deployment and support of SCOPE are carried out.

Responsibilities

Under the supervision of the head of ICT, the incumbent will perform the following tasks:

Understand both Cash Base Transfer “CBT” assistance and familiarize her/himself with the technical aspects of electronic delivery mechanisms, especially WFP system SCOPE. Ensure that each unit’s roles and responsibilities are understood and adhere to the WFP Cash Base Transfers Business Process Model (BP. Familiarize her/himself with the requirements, demand, and available supply to manage expectations. Provide technical advices and 1st level support, and escalate issues following the established processes. Coordinate the procurement of SCOPErelated infrastructure together with the Regional SCOPE Coordinator (RS, Activity Manager, and Head of IT. Provision of registration, distribution planning, and retailer trainings as required. Communicate new functionalities released, and minimize disruption during downtimes; Provide technical support to Country Office “CO” units, suboffices, on the use of SCOPE, including backstopping for CBT activities. Seek guidance and support from, and develop productive relationships with SCOPE teams Coordinate and draft SCOPE SOPs appropriate to the operations in the country: registration, distribution, SCOPECARDs management, redemption/disbursement, retailers’ settlement, reconciliation, reporting, etc. Provide inputs to documents produced around SCOPE such as concept notes, option papers, implementation plans, project plans, strategy documents, etc. Foster cooperation and engage with other colleagues and partners Represent CO’s technical position in discussions, feedback, decisions, and agreement seeking internally across units. Report on SCOPE status in the CO when and where required Support the CO in conducting IT Macro and Micro Assessments including Beneficiary Information Assessments, to ensure IT contribution in the selection of transfer modalities and delivery mechanisms;

Minimum Qualifications

Education

University degree in computer science or telecommunications engineering with relevant work experience. Training and knowledge of business analysis philosophies and methodologies would be an asset

Experience

At least 1 year of responsible professional experience in information technology, telecommunications or information/data management and analysis such as:

Knowledge

Working knowledge of WFP Programmes and projects at the field level, preferably with handson experience in project design and implementation; handson experience in cash and voucherbased programming in humanitarian contexts; Awareness of technologies used in the delivery of cash and vouchers in humanitarian contexts; IT experience.

Language

Fluency in both oral and written communication in French (advanced leve, a good understanding of English (intermediate leve. Knowledge of the local language is an added advantage.
