Measles Campaign Consultant 

   Purpose of consultancy :

The main purpose of this consultancy is to provide technical assistance to WHO country office and Ministry of Health Somalia to conduct a countrywide Measles followup campaign. 

   Background  

Somalia is one of the most fragile countries in Africa, and despite some improvements realized in the past few years, the country continues to experience insecurity caused by armed conflict and natural disasters affecting the public health in the country. As a response to the ongoing public health crisis due to low immunity in children, hard to reach communities/areas, and prevailing impact of natural disasters like recent drought and floods, technical assistance is required to support the Ministry of Health in planning, implementing, and monitoring the planned activities. WHO is expected to provide most of the needed technical support in collaboration with UNICEF and other partners and civil organizations. The campaign is scheduled in December 2024 post campaign evaluation will take place in February  

   Deliverables

Output To develop Plan of Action 
Deliverable : To develop a detailed preand intra campaign plan, including microplanning, training, intra/post campaign monitoring 
Deliverable 2: To develop training materials and work closely with UNICEF and MOH team to develop communication materials 
Deliverable 3: To develop the postcampaign coverage survey protocol with guidance from EMRO
Deliverable 4: To submit final report 

   Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master’s degree in Epidemiology/Public Health or relevant field. 
WHO only consider higher educational qualification obtained from an accredited institution.

Experience

Essential: At least 7 to 10 years of experience in public health programme management, including experience in EPI. 
Experience in working for measles SIAs or other injectable vaccination campaign at national or large subnational level especially in developing countries with large population. 

Skills/Knowledge: 

   Aware of country context and profile
   EPI Expert 
   Expert in measles elimination strategies
   Awareness with global commitment, GAVI mandate and requirements 
   Satisfactory international experience in the EPI related issues
   Good and organized writing skills

Languages and level required (Basic/Intermediate/Exper:
Essential: Expert in English Lnaguage 

Desirable: (if applicabl
Intermediate knowledge of another UN language is added advantage.

   Location 

On site: The consultant will be based in Mogadishu, Somalia with regular travel to different States.

   Travel 

In the event of travel is required; country office travel unit will raise TR.  

   Remuneration and budget (travel costs are exclude:

a.    Remuneration: Payband levelRemuneration currencyPayband range

b.    Living expenses (A living expense is payable to onsite consultants who are internationally recruite: currency and rate : Living expenses will be determined through TR raised by travel unit in somalia Country Office.
