Result of Service
The consultant shall, under the supervision of the ESCWA SP Team and in close collaboration and coordination with MoSS and SFSD, while adhering to the agreed timeline (not exceeding 2 month, draft, and (1) brochure on the asset transfer programme process and components, (2) infographics to reflect key facts/indicative figures about the ultrapoor graduation programme, and (3) Communication & advocacy strategy for institutionalization and scaling up of Bab Amal under MoSS organizational and managerial structures.

Duties and Responsibilities
The objective of the consultancy is to develop a comprehensive communications and advocacy strategy that promotes Bab Amal “the ultrapoor graduation approach” as an effective poverty reduction measure. The strategy will cater to various stakeholders, including governmental entities, donors, NGOs, beneficiaries, the public, and other relevant partners, while outlining specific activities and a timeline for implementation. This strategy will guide the communication and advocacy activities around scaling up of the Bab Amal program under the Ministry of Social Solidarity (MoS, ensuring broad stakeholder engagement and buyin. The consultant is expected to perform the following tasks: Develop a FullFledged Communications and Advocacy Strategy: • StakeholderSpecific Communication Plans: Create tailored communication approaches for key stakeholder groups, including but not limited to: o Governmental Entities (including MoS: Advocate for policy changes and integration of Bab Amal within national social protection frameworks. o Donors and International Development Partners: Provide clear, compelling information on how the Bab Amal program can be scaled and its potential impact on poverty alleviation. o NGOs: Engage and inform them about the potential of the ultrapoor graduation approach and encourage implementation. o Beneficiaries: Develop messaging that highlights the benefits and opportunities for participating in the Bab Amal program, fostering trust and understanding. o Public: Inform the general public on the benefits of the graduation approach, and share data about the program’s progress and achievements. • Key Activities and Timeline: The strategy should include a detailed timeline with specific advocacy and communication activities for each stakeholder group. This includes events, media outreach, and stakeholder meetings. • Rationale and Messaging Framework: Clearly articulate the rationale behind promoting the ultrapoor graduation approach, backed by evidence, and provide key messages that resonate with each target audience. • Channels and Tools: Recommend appropriate communication channels (e.g., social media, webinars, conferences, publicationand tools (e.g., brochures, reports, infographicfor disseminating the messages to each stakeholder group. • Monitoring and Evaluation Mechanism: Establish metrics and mechanisms for monitoring the effectiveness of the communications and advocacy efforts to ensure continual refinement and adjustment based on outcomes. Develop Advocacy and Information Materials: create at least three types of advocacy and information materials, which will be instrumental in promoting the Bab Amal program to a wide range of stakeholders: • Brochure on the Bab Amal Program: design an informative and visually appealing brochure that outlines the Bab Amal program process, its core components, and key success stories. This brochure will serve as a foundational document for introducing stakeholders to the Bab Amal approach. • Infographics Highlighting Key Data: develop a set of infographics that visually communicate the key facts, indicative figures, and success metrics of the ultrapoor graduation program, and Bab Amal. These infographics should be easy to understand and suitable for use in presentations, reports, and social media platforms. • Advocacy Materials Tailored for Specific Stakeholders: create advocacy tools (e.g., policy briefs, donor appeal documentcustomized for different stakeholder groups. These materials should be concise, impactful, and aligned with the interests and priorities of each target audience (Government and Donor. Engage in Stakeholder Consultation and Feedback: Conduct consultations and meetings with relevant stakeholders, including government officials, NGOs, donors, and beneficiaries, to gather input that will shape the communications and advocacy strategy. This ensures that the developed materials are contextually relevant and resonate with all parties involved. Ensure Alignment with MoSS Organizational Structures: Work closely with the consultant working with MoSS and other relevant governmental bodies to ensure the strategy aligns with their goals for institutionalizing the Bab Amal program. Other Tasks: In addition to the core tasks outlined above, the consultant may be required to undertake additional activities that are essential for the successful development and implementation of the communications and advocacy strategy. These tasks may include, but are not limited to: • Organizing and facilitating workshops or meetings with stakeholders. • Supporting the design and implementation of promotional events or campaigns. Providing recommendations for ongoing communications support postconsultancy. Qualifications/special skills
At least a firstlevel degree in management, business administration, political science, sociology, social sciences, economics, or other related academic background is required. A master’s degree is desirable. All candidates must submit a copy of the required educational degree. Incomplete applications will not be reviewed. At least 5 years of proven experience of working with social protection and related matters is required. Relevant experience, relating in social assistance and graduation, and organizing consultative processes involving ministries and other stakeholders, is desirable.
Languages
English and French are the working languages of the United Nations Secretariat; and Arabic is a working language of ESCWA. For this position, fluency in English and Arabic is required. Note: “Fluency” equals a rating of ‘fluent’ in all four areas (speak, read, write, and understanand “Knowledge of” equals a rating of ‘confident’ in two of the four areas.
