UNICEF ROSA’s education team seeks a consultant to map and analyze the current state of learning assessments in the region, focusing on identifying their strengths and weaknesses, including in terms of their use, and offer actionable recommendations for discussions with relevant countrylevel stakeholders. The consultant will help build a foundation for the potential development of a regional programme, contextually relevant, and capable of strengthening capacity in relation to learning assessment for improving learning outcomes, in particular foundational learning.

Literature review on learning assessments and their use at different levels and analytical framework for analyzing the strengths and weaknesses of learning assessments (estimated 5 day. Outputs: Literature review and analytical framework. Deadline: 15 Nov 24
Report with the mapping and analysis of the existing learning assessment tools in South Asian countries (using the analytical frameworand related recommendations as well as repository of tools (estimated 20 day. Outputs: Mapping and analysis of learning assessment tools and recommendations. Deadline: 15 Jan 25
Inception report including the methodology and instruments to be used for the analysis of the use of learning assessments (both by the education system in formal schools and in emergency programmes. (estimated 7 day. Outputs: Inception report for the analysis of the use of learning assessments. Deadline: 1 Feb 25
Report with the analysis of the use of existing learning assessment tools, best practices and actionable (regional and countryspecifirecommendations for an improved useat different levels and by different stakeholdersof learning assessment for improving learning outcomes (estimated 38 day. Outputs: Analysis of the use of existing learning assessment tools, best practices and recommendations. Deadline: 31 May 25

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverag. Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicabland health insurance required to perform the duties of the contract are valid for the entire period of the contract.
