JOB DESCRIPTION

Organizational Setting

Under the Director of the Capacity Development and Implementation (CDBureau, the Field Operations Section (FOis responsible for the development, implementation, monitoring, evaluation and closing of Technical Assistance (Tand Technical Cooperation (Tprojects. It develops agreements and assists in developing countryspecific as well as regional projects and programmes by identifying priority areas, developing objectives, activities, and deliverables, setting time frames and specifying budgetary requirements.

The purpose of this project is to assist UCAA in advisory capacity for the development of an action plan and recommendations for the separation of airport operation from the regulator. The project also aims to ensure that both the emerging UCAA and the new Airports Company have the capacity to perform their functions independently, effectively, and sustainably. The implementation of the recommendations by Uganda Government will result in the creation of a new Airports Company and contribute to the enhancement of safety through the reduction of conflict of interest.

Major duties and Responsibilities

Under the general direction of the Director CDI, in close cooperation with UCAA:

Function 1 (incl. Expected result

Perform Team Leader functions:

  • Perform ICAO Team Coordinator role for the project and as such manage and coordinate the project team in the field and the daytoday activities of the project.
  • Serve as a focal point of the ICAO team.
  • In coordination with all the stakeholders, prepare a detailed project Work Plan including a detailed schedule containing activities to be undertaken as part of the project and submit it to ICAO within 3 working days of deployment.
  • Monitor team member’s activities to ensure time delivery of the outputs.
  • Coordinate, consolidate and provide the necessary reports of the project.
  • Provide status reporting of team activities against the program plan or schedule, and keep ICAO CDI Director informed of task accomplishment, issues, and status.
  • Escalate issues which cannot be resolved by the team to the Director CDI through the ICAO Project manager.

Function 2 (incl. Expected result

Documentation review/Development of the Inception report

  • Conduct desk research to highlight lessons from neighbouring countries and elsewhere to inform the separation process in Uganda.
  • Review of previous reports on separation of airports from UCAA and reference documentation
  • Review the legal framework including an analysis of previous legislation on aviation in Uganda
  • Assist UCAA to identify all the stakeholders including their roles and responsibilities
  • In close coordination with UCAA, draft a detailed project inception report including but not limited to:
    • the findings from the documentation review and analysis
    • a detailed project schedule containing all the activities agreed with UCAA to be undertaken as part of the assignment based on the findings.
    • a plan for identifying stakeholders’ interests and actions proposed to address their concerns.
  • Submit and make a presentation of the Inception report
  • Consolidate the Inception report

Function 3 (incl. Expected result

Development of action plan for the separation of airport operations from regulatory functions

  • Assist UCAA during the timeframe of the project with the necessary activities, which may include but are not limited to:
    • Conduct interviews with highlevel officials, relevant personnel of UCAA and other stakeholders as needed.
    • Review relevant documentation related to the current structure of UCAA
  • Draft a report outlining all the findings, observations, and recommendations, including but not limited to:
    • A detailed Action Plan for the separation of airports from UCAA with clear tasks and responsibilities and addressing the following:
      • Legal Framework
      • Regulatory Framework
      • Establishment process of the Airports Company
      • Organisation structure of the two organizations
      • Transfer of Assets and Liabilities
      • Personnel Transfer
      • Financial Separation
      • Technology and Systems Transition
      • Stakeholders Communication
      • Framework for Monitoring and Evaluation of the performance of UCAA and the Airports Company
      • International Compliance with national, regional, and international aviation standards and requirements
    • The subsequent technical assistance and resources required to enable UCAA operationalise the restructured UCAA and the new Airports Company.
    • Draft amendments to the existing legislation and new clauses necessary to clearly define the roles and responsibilities as well as the legal status of the restructured UCAA and the new Airports Company.
    • Comments from relevant stakeholders.
    • The Report will also highlight a proposed stepbystep detailed roadmap indicating the estimated timelines for all the activities leading to the ultimate creation of the new Airports Company. The roadmap (according to UCAwill commence with the Board’s submission of the proposal to the Minister, then to the Cabinet followed by the passage of the necessary legislation(by the Parliament for implementation, establishment, and operationalisation of the New Airports Company and the restructured UCAA.
    • An Executive Summary
  • Submit and make a presentation of the draft report to UCAA
  • Based on the comments from UCAA, review and consolidate the final Report.
  • Submit the final Report to ICAO submission for UCAA approval

Function 4 (incl. Expected result

Development Final workshop materials (PPT presentation of the repor 

  • Assist UCAA in the preparation of the materials for the final workshop. The workshop will discuss the outputs of the assignment.
  • Make a presentation of report during the workshop
  • Prepare a summary of the discussions

Deliverables: Presentation materials, Summary of the discussions

Function 5 (incl. Expected result

  • Prepare and submit in coordination with the team, a preliminary Work Plan within 1 week after deployment.
  • Prepare and continuously update the risk management plan in coordination.
  • Maintain and update the Work Plan on a monthly basis.
  • Prepare and submit the Project Progress Reports (PPRas per the Work Plan and as may be requested.
  • Prepare and submit the Project Terminal Report (PT.
  • Submit all reports and deliverables to ICAO prior to submission to UCAA.

Function 6 (incl. Expected result

Performs other related duties, as assigned.

Impact of Outcome of the Position 

UCAA and the new Airports perform their functions independently, effectively, and sustainably.

Work Relations and Contacts

The incumbent will work under the general direction of the Director CDI and the supervision of the ICAO Project Officer in charge of the project. He will supervise the team member (assigned to the project.

He will coordinate with UCAA focal point and counterparts, ICAO ESAF, and other stakeholders as may be necessary.C

Qualifications and Experience

Educational background

  1. University degree in aviation disciplines preferably in Aviation management, Business administration with focus on aviation, or equivalent professional qualifications

Professional experience and knowledge

Essential

  1. At least 10 years’ experience in the aviation industry, with significant exposure to both airport operations and regulatory environments.
  2. Experience in similar project.
  3. Strong background and experience in strategic planning and organizational restructuring.
  4. Deep understanding of airport operations, aviation safety standards, and regulatory requirements.
  5. Knowledge of the processes and best practices for separating regulatory functions from operational roles.
  6. Experience in the formulation of civil aviation policy and in the preparation of organizational plans, transition arrangements for evolving organizations regulations and procedural documents for aviation services
  7. Sound knowledge of the relevant ICAO SARPs and guidance material related to the establishment of a civil aviation organization.
  8. Completion of ICAO USOAP CMA Computerbased Training (CBin LEG/ORG area.

Special Service Agreement (SSfee of 12,000 USD per month, plus DSA and Airfare, when applicable. No other allowances are provided.
