BACKGROUND

Purpose of Activity/ Assignment:

The consultancy aims to strengthen the monitoring and evaluation (M&efforts of the Child Nutrition Fund (CN, a UNICEFled initiative designed to mobilize financing and resources to combat malnutrition. The consultant will play a critical role in enhancing data transparency, quality, and storytelling, thereby supporting the CNF’s mission to sustainably scale up interventions addressing wasting, stunting, and anemia in children and women.

The Child Nutrition Fund (CNis a UNICEFled financing mechanism designed to transform the way we address malnutrition. The CNF mobilizes financing to enable the sustainable scaleup of policies, programmes, practices and supplies to address malnutrition. To do so, the CNF provides new opportunities to financially support essential actions to prevent, detect and treat wasting, stunting and/or anaemia in children and women.

The primary objective of this consultancy is to bolster the CNF’s monitoring and evaluation framework, contributing to improved data transparency and quality. The consultant will collaborate with a wide range of stakeholders, including UNICEF country and regional offices, data teams, and donors, to ensure the alignment of M&E activities with CNF’s strategic objectives.

 Scope of Work:

The consultant will be responsible for the following tasks:

a. Dashboard and Data Visualization

  • Improve, update, and maintain the CNF dashboard in PowerBI, ensuring it accurately reflects targets, costs, and financial flows.
  • Develop new data visualizations for presentations, reports, and the CNF website using PowerBI or Infogram as needed.
  • Support the visualization of financial data to enhance clarity and comprehension for stakeholders.

b. CNF Strategic Results Framework (SR

  • Maintain a comprehensive database for monitoring all indicators related to the CNF SRF.
  • Ensure high data quality standards and consistency across all indicators within the SRF.
  • Assist in reviewing and updating the SRF, including maintaining indicator guidance notes and refining the theory of change as necessary.
  • Prepare Data Annexes for inclusion in the CNF Annual Report.

Data Management

  • Support the management of various databases, including those related to supplies, match windows, and nutrition supplies forecasting exercises.
  • Ensure the quality and consistency of data received from UNICEF country offices.
  • Coordinate and work closely with UNICEF Supply Division, to obtain and/or align data on supplies.

d. Evaluation

  • Assist in the planning and execution of CNF assessments and evaluations, adhering to UNICEF’s established evaluation criteria and procedures.

e. Donor Reports

  • Contribute to prepare donor reports, as requires, highlighting the impact and outcomes of CNFsupported initiatives.

Reporting

The Programme Specialist, Financing for Child Nutrition & Development will be the contract supervisor. Regular updates and collaboration with a diverse group of stakeholders will be essential to ensure that all M&E activities are aligned with the CNF’s mission and strategic goals.

Deliverables

The consultant is expected to deliver highquality outputs, including but not limited to:

  • An enhanced and wellmaintained CNF dashboard.
  • Consistent and accurate data visualizations for various stakeholders.
  • Updated SRF with comprehensive indicator tracking and data quality assurance.
  • Wellmanaged databases ensuring data accuracy and consistency.
  • Contributed reports and evaluations that align with CNF’s objectives.

Conclusion

This consultancy is pivotal in advancing the CNF’s global objectives by enhancing its monitoring and evaluation efforts. The consultant’s work will directly contribute to the CNF’s ability to achieve its mission of addressing malnutrition on a global scale.

 Qualifications

Education: Masters

International Development, Economics, Social Sciences, Public Health, Nutrition, Epidemiology or other related subject areas

 Work experience:

Knowledge/Expertise/Skills required *:

  • Minimum eight years of relevant work experience at national and international levels monitoring, evaluation, data management.
  • Previous experience with UNICEF and/or other UN agencies.
  • Knowledge and experience in nutrition is considered an asse

Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lumpsum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouswill require an Employment Authorization Card (EAto be able to work, even if he/she was authorized to work under the visa held prior to switching to G

The selected candidate is solely responsible to ensure that the visa (applicabland health insurance required to perform the duties of the contract are valid for the entire period of the contract.
