OBJECTIVES OF THE PROGRAMME
Mettre en œuvre des politiques et procedures appropriees pour garantir la securite et la surete des membres du personnel, des personnes a leur charge eligibles et permettre un environnement securise pour la mise en œuvre des programmes de l’OMS sur le terrain dans toutle pays.
DESCRIPTION OF DUTIES
La/le titulaire duposte executera les taches suivantes:Assister l’Officierde securite international et le Representant de l’OMSCAF a maintenir la surete et la securite du personnel, des locaux et des biens de l’OMS conformement aux politiques et aux principes du SGNU et de la gestion de la securite de l’OMS;Soutenir l’Officier de securite international par des analyses independantes des nouvelles menaces pour la securite du personnel, des operations, des locaux et des biens de l’OMS, en surveillant la situation en matiere de securite dans l’ensemble dupays, en coordonnant et en entreprenant des evaluations des risques de securite pour le bureau de pays et les sousbureaux;Proposer, elaborer et soutenir la mise en œuvre des mesures de gestion des risques et de plans d’urgence, et recommanderdes procedures operationnelles normalisees (SO;Aider le bureau national et les sousbureaux a atteindre un niveau acceptable de conformite avec les normes minimales de securite operationnelle en conformite avec le Security Risk Management (SR;controler la mise en œuvre des mesures techniques de securite decrites dans le plan de securite, le SRM et les SOP ; et faciliter l’adhesion des membres du personnel aux mesures et aux lignes directrices en matiere de securite;Soutenir la conception,en cooperation avec l’equipe chargee des donnees et les coordinateurs sur leterrain, d’un systeme efficace permettant de suivre le personnel et les intervenantsde l’OMS dans l’ensemble du pays, notamment pour permettre aux coordinateurssur le terrain d’informer le personnel, les consultants, les partenaires presentssur leurs lieux d’affectation respectifs;Proposer des logements appropries, avec des mesures de securite adequates pour l’ensemble du personnelet des intervenants, afin d’assurer leur securite et leur bienetre, enconformite avec le Residential Security Mesures (RS;Soutenir la sensibilisation a la securite de l’ensemble du personnel de l’OMS, des contractants, des personnes a charge eligibles et des partenaires eligibles, et organiser une formation a leur intention, conformement aux politiques de l’OMS et aux normes du Systeme de Gestion de Securite des Nations Unies (SGN, y compris des seances d’information sur les communications radio, les convois,les procedures de securite et d’evacuation et d’autres questions de securite et precautions a prendre;Faciliter la mise en place de systemes d’alerte rapide pour obtenir des informations et des mises a jour pertinenteset en temps reel sur la situation en matiere de securite ; et, en etroitecoordination avec l’equipe logistique, veiller a ce que l’ensemble du personnelet des intervenants deployes soient dotes d’un equipement de communicationstandard a leur arrivee;Assurer la participation de l’OMS a la cellule de securite des Nations unies;Etablir et maintenir le contact avec toutes les autorites nationales competentes, y compris les agences de securite nationales, le cas echeant;Effectuertoute autre tache a la demande de la hierarchie.
REQUIRED QUALIFICATIONS
Education
Essential: Diplome universitaire (licencen sciences policieres ou en administration des affaires, en sciences politiques/sociales, en psychologie ou en relations internationales, avec une specialisation ou une formation, une certification en gestion de la securite.Ou diplome ou formation equivalente de l’academie militaire ou de police.Formation formelle en gestion des risques desecurite.
Desirable: Qualification formelle en sante publique ; cours entechniques de communication et/ou conception graphique, langage visuel dansl’utilisation des medias sociaux. Une formation en communication des risquesserait un atout.
Experience
Essential: Au moins deux (02)ansd’experience dans la gestion de la securite au niveau national. Une certaineexperience de la formation et de l’orientation du personnel sur les questionsde securite.
Desirable: Experience prealable dansun environnement d’urgence, de conflit/postconflit/de crise.

REMUNERATION
Remuneration comprises an annual base salary starting at XAF 26,679,000 (subject to mandatory deductions for pension contributions and health insurance, as applicabland 30 days of annual leave.
