Purpose of consultancy

Consultant would conduct the assessment of storage conditions at health facilities and would provide recommendations to improve the storage condition in health facilities.

Background

Throughout the whole supply chain cycle from procurement to delivery of items at health facility level, WHO manages it supply chain according to good distribution and storage practices principles that ensures supplies are stored and transported according to manufacturer recommendations. Once supplies are delivered to health facilities, there is no guarantee that items are stored in appropriate manner before they reach the patients

Deliverables

Deliverable 1: Prepare a checklist and assessment tool for assessment of warehouses in health facilities in Ukraine.

Deliverable 2: Conduct visits of 10 major health facilities those received medical supplies from WHO and are located in priority oblasts.

Deliverable 3: Assess storage conditions in health facilities, including but not limited to structural improvements, process improvement, temperature control, monitoring system and inventory management practices.

Deliverable 4: Provide onsite recommendations and supporting material such as Standard operating procedures, temperature monitoring sheets etc. to health facilities staff to improve the storage condition.

Deliverable 5: Prepare a comprehensive report on findings of the assessment, highlighting the risks and recommendations to improve the storage condition in health facilities

Qualifications, experience, skills and languages

Educational Qualifications:

Essential: Master university degree in Logistics, Supply Chain management, pharmacy, business administration or related field relevant to the position

Desirable: Specialized training in cold chain or warehouse management.

Experience

Essential: At least seven years of experience in medical supply chain in an international organizations/institution

  • Related experience with WHO, the UN system, health cluster partners, recognized humanitarian, organizations or international nongovernmental organizations.
  • Experience of work in the field of outbreaks and/or health emergency response.

Skills/Knowledge:

  • Excellent organizational and with the ability to multitask, deliver results in time critical scenarios, identify, and solve problems.
  • Demonstrated knowledge and experience in Supply Management
  • Experience in warehouse management and cold chain management.
  • Proven ability to ensure the effective use of resources.
  • Demonstrated ability to work in multicultural, multidisciplinary environment.
  • Proven ability to manage diverse team across different functional areas.
  • Excellent interpersonal skills with ability to negotiate with and convince officials with tact and diplomacy.
  • Ability to write in a clear and concise manner, and to present information to achieve desired results.
  • Knowledge or understanding of WHO mandate and goals in the emergency incident management.
  • Good computer skills in Microsoft Office applications.

Languages and level required:

Essential: English (ReadWriteSpeak / Expertleve

Desirable: Knowledge of Ukrainian or Russian

Onsite: Kyiv, Ukraine

Travel

If required the consultant will be asked to travel to WHO beneficiary institutions across Central and Eastern Ukraine.

Duration of contract :

3 months, from 01 November 2024 till 31 January 2025

Remuneration and budget:

Consultant pay band range: B

Contract total value: 27 120 USD

Daily rate and numbers of the days: 452 USD per day, 60 working days.

Terms of payment: The payment will be done on a monthly basis after provision of Technical Report and approval from Responsible Officer.

Living expenses

Living allowances total value: 8 650, 80 USD
