To generate knowledge and consolidate the lessons learned around programme design and related interventions including CBT, SBCC and IGA (micro, vertical gardening etc.). The focus is to provide insights to help improve the program design with adequate evidence for advocacy for government ownership and scaling up. This is not an impact evaluation to reveal any causality relations. The consultant will focus more on generating significant advocacy pieces. This position will be sitting in RAM unit, based in the Country Office Dhaka.

ORGANIZATIONAL CONTEXT

Bangladesh has experienced sustained economic growth in recent years – one of the fastest in Asia prior to the COVID19 pandemic. However, 40 million people remain food insecure and 11 million suffer from acute hunger. The country’s low elevation and vast watercourses leave it greatly susceptible to climate shocks. Since 2017, Bangladesh has also seen a massive influx of Rohingya refugees, with almost three quarters of a million fleeing across the border from Myanmar since 2017 alone.

Since beginning its activities in Bangladesh in 1974, the World Food Programme (WFhas touched the lives of more than 155 million people through both emergency response and longerterm resiliencebuilding for improved food and nutrition security. While continuing to provide humanitarian assistance, WFP is shifting towards a more advisory role, assisting the Government in efforts to achieve Sustainable Development Goal 2 on ending hunger.

Our Country Strategic Plan 20222026 reinforces WFP’s commitment to working with the Government to improve the food security, nutrition, and resilience of vulnerable communities, while also providing emergency food assistance to people affected by disasters.

KEY ACCOUNTABILITIES (not allinclusive, within delegated authorit:

• Lead the programme review of the ‘Cashbased Food Assistance Program for the Urban Poor’ to identify the extent of coherence and relevance of the programme to the CSP and the national policies, plans, strategies and goals, including achievement of the SDGs.
• Lead the qualitative part of the research (including field missionto explore coherence, appropriateness, relevance, programme efficiency, which will primarily require Key Informant Interviews, FGDs and desk reviews of programme documents, policy documents, reports.
• Desk review of the quantitative data analysis primarily done by WFP for assessing the effectiveness and efficiency of programme design and implementation, and to qualitatively validate WFP monitoring findings.
• Research and analyze policy and operational issues to support the development of policy advocacy documents for improving programme design and scaleup.
• Prepare the review report after analyzing the data collected during the desk review and the fieldwork, conduct additional consultations with stakeholders, as required, and draft the review report. The report will be submitted to the WFP Review Team for quality assurance.
• Lead the timely preparation of an advocacy twopager that would enable informed decisionmaking and consistency of information presented to stakeholders.
• Organize a programme design workshop by involving related stakeholders to agree on the recommendations and develop a Theory of Change for future programming.
