JOB DESCRIPTION

Org. Setting and Reporting
The position is located within the United Nations Assistance Mission for Iraq (UNAM, Baghdad. The incumbent will be under the supervision of the Chief of Operations and Resources Management.
Responsibilities
Within the delegated authority, the Training Officer is responsible for: • Oversees the design, development, delivery and evaluation of training, learning and development programmes for field mission personnel, to support mandate implementation. • Coordinates the preparation of an annual Mission Training Plan that addresses specialtomission training needs, and the priority strategic and jobspecific and technical training priorities transmitted from headquarters, while minimizing duplication. • Assesses and determines organizational and programme needs for new or modified training policies or practices; conceiving, formulating and testing new approaches, processes or techniques, advocating the learning strategy and policies; and planning and monitoring the introduction of changes to training and practices. • Coordinates the preparation and implementation of the mission training budget in accordance with the Mission Training Plan and other planning documents including the ResultsBased Budget, provides and ensures that resources are allocated appropriately so that training is costeffective and has the maximum operational impact. • Monitors the implementation of the Mission Training Plan and regularly updates the mission Senior Management and UNHQ on implementation and constraints, including in relation to resourcing. Ensures the periodic evaluation of missionconducted training. • Manages and coordinates the work of all Training Officers and Training Focal Points in the mission to ensure that training and development activities are implemented in accordance with the Mission Training Plan and established standards. • • • • • Depending upon the composition of the field mission, the Training Section may carry civilian and military training functions. • Develops body of knowledge and data base taking into account the skills available within the mission and skills required for the staff to perform their functions to deliver the mandate. • Identify and manage implicit and explicit knowledge available in the mission and utilize it for training other staff. • Develop training program for the staff members who are due to leave the organization to better prepare them to integrate in new working environments and social life. • Performs other duties as required.

Education
Advanced university degree (Master’s degree or equivalenin training and development, management, public or business administration, or a related area such as education or social science is required. A firstlevel university degree in combination with two additional years of qualifying experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of seven (7) years of progressively responsible experience in learning and development, adult learning, training, or a related area is required. A minimum of four (4) years of experience in the design and practical delivery of formal training sessions and programmes is required. At least three (3) years of supervisory experience is required. Experience working in a multicultural and/or international environment is required. Experience designing capacity building projects and providing training or related activity in a downsizing field operation of the United Nations Common System or a comparable international organization is required. Experience building partnerships with national and international capacity building and training institutes is desirable. Experience conducting learning needs assessment and skill mapping exercise during organizational restructuring and downsize is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.
