Youth Empowerment Portfolio in Asia and the Pacific

B. Project Description

AsiaPacific region is home to more than 660 million youth aged 1524 years. The devastating effects of climate change, the COVID19 pandemic followed by the economic crisis, have exacerbated challenges and are putting enormous pressure on the next generation. 25% or around 160 million youth in the AsiaPacific region is not in employment, education or training. 63% of people in Asia and the Pacific recognize climate change as a major “global emergency” and want more action from their leaders. Civic space in Asia and the Pacific continues to shrink, as evident by measures restricting civic space adopted in the past five years. Furthermore, across the region, women and girls, people in rural areas, indigenous people, ethnic and linguistic minorities, people with disabilities, migrants, gender and sexual minorities, youth and elderly persons are disproportionately present among those left behind.

UNDP in Asia and the Pacific delivers national and regional programmes in 36 countries through 25 UNDP Country Offices and the Bangkok Regional Hub (UNDP BR, to help countries achieve the Sustainable Development Goals (SDG. UNDP currently runs one of the largest youth empowerment programmes in AsiaPacific, with over 96 initiatives across 29 countries and regions, comprising of a wide range of initiatives that are addressing barriers faced by young people in the region, especially youth from underserved groups.

UNDP BRH’s Youth Empowerment Project in Asia and the Pacific (YEPAaims to invest in and empower young people across the region, to accelerate the implementation of SDGs. YEPAP believes that youth can be leaders who create inclusive and equitable societies free of discrimination. They can make a positive difference by taking on the challenges through social innovation, mobilising their peers and communities, and creating adaptive and innovative solutions.

The UNDP China Youth Strategy 20232025 aims to support the UNDP BRH to demonstrate new innovative approaches to develop a cohesive portfolio and contribute to UNDP BRH’s YEPAP and demonstrate meaningful youth engagement and empowerment aligned with the United Nations Secretary General’s Policy Brief 3 (April 2023) on “Meaningful Youth Engagement in Policy and Decisionmaking Processes”.

In line with the above, UNDP China in close collaboration with the UNDP BRH leverages its global network and SouthSouth Cooperation to facilitate mutual knowledge and experience sharing between China and partner countries on best practices and lessons learned on advancing the 2030 Agenda for Sustainable Development, especially through piloting UNDP BRH’s YEPAP’s flagship projects.

Youth Empowerment in Climate Actions Platform (YECA

In the recent past, we are witnessing increased interest, engagement, and activism by young people towards the climate agenda. Through climate strikes etc. young people call for governments and other relevant stakeholders to take collective actions on climate change. With this context in mind, it is important to engage the voices of young people and identify actionable initiatives to lay the foundation for ambitious climate actions. UNDP AsiaPacific in collaboration with UNICEF East Asia and Pacific, UNICEF South Asia, UNFCCC Regional Collaboration – Bangkok, British Council, YOUNGO, Movers Programme and 2030 Youth Force are coconvening a regional platform YECAP to empower youth in climate actions.

Governments are also increasing their climate ambitions and programmes to engage and empower youth during these processes. Young people, with the impetus of the recognition of the right to a clean, healthy and sustainable environment, are standing up for the rights of present and future generations to a clean, healthy and sustainable environment, and other human rights affected by the planetary crises.

Through the initial programme phase during 20212023, UNDP China and Bangkok Regional Hub (BRwere able to strengthen the collaboration with key stakeholders and work with youthled climate communities in China and the AsiaPacific. With this success, UNDP China and BRH are keen to expand the initiative to meaningful youth engagement in climate governance in China and across the Region.

Duties and Responsibilities

C. Scope of Work

Deliverable 1: Lead YECAP activities on Meaningful Youth Engagement in Climate Governance

  • Update the YECAP compendium and mapping of government best practices of youth engagement in climate governance.
  • Develop 2 training curriculums on climate governance as part of the Movers Programme.
  • Deliver training and mentorship for young people on climate governance as part of the Movers Programme.
  • Support the YECAP Communications Teams in featuring stories of young climate leaders involved in climate governance.

Deliverable 2: Support the design, implementation, and establishment of the Regional Youth Parliament in Climate Action (RYPC

  • Develop the training agenda and timeline for RYPCA participants.
  • Coordinate with RYPCA participants, partners, and UNDP Country Offices involved.
  • Support the monitoring & evaluation of RYPCA activities.

Deliverable 3: Support Chinese Youth Meaningful Engagement in Climate Governance

  • Develop 1 training curriculum on climate governance as part of the Movers Programme.
  • Deliver training and mentorship for young people on climate governance as part of the Movers Programme.
  • Provide China with case studies from other countries in the AsiaPacific Region on climate governance.
  • Facilitate southsouth case studies from other countries in the Region (like Malaysia and Brunei Darussalaat key China youth events.

Deliverable 4: Conduct Case Studies from Other Countries including Malaysia and Brunei Climate

  • Learn from Malaysia Parliament’s leadership programmes “Support to Parliamentary Reforms in Malaysia” project on how to boost youth engagement and strengthen their capacity in terms of leadership skills and awareness on global issues.
  • Develop SDGs awareness and policymaking materials for young parliamentarians, including on gender mainstreaming in policies.
  • Develop capacity building for youth on policy issues.
  • Develop an assessment and evaluation criteria/framework for the Youth Parliament.
  • Work with the Brunei Climate Change Office on the Brunei case on the Climate Promise program.
  • The case study of Malaysia and Brunei Darussalam will be shared at key youth events of UNDP China and UNDP BRH

D. Institutional Arrangement

The Contractor will report to the Youth Development Analyst of UNDP China. The Contractor will also undertake discussions with the Regional Youth Project Manager of UNDP Bangkok Regional Hub directly in the course of performing the work. Relevant documents and discussions on the background and methodologies will be provided to the Contractor during the course of the assignment. The success of the project depends on the timely delivery of each component. The Contractor should ensure timely identification of potential risks and signal any delays in deliverables.

E. Duration of the Work

The Contractor is expected to commit to complete the deliverables on a period of 01 Nov 2024 to 15 Jul 2025, about 125 working days.

F. Duty Station

The assignment is home based without expected travel. The Contractor will NOT be required to present at a certain office during the work.

Required Skills and Experience

G. Qualifications of the Successful Individual Contractor

Education:

? A firstlevel university degree (bachelor’s degree or equivalenin sustainable development, environmental management, environmental sciences or biology, international relations, or other related field is required.

Experience and required skills:

? At least one (1) year of experience in youth empowerment and/or climate change issues

? Sound understanding of sustainable development, social dimension of environmental management issues, climate mitigation and adaptation, or climate risks and impacts issues is preferred.

? Experience working with youth organizations, community development and professional experiences in supporting climate action and/or NDC processes in Brunei, Malaysia and other AsiaPacific is preferred.

? Experience and understanding of youth socioeconomic empowerment and Leaving No One Behind principles, including in the AsiaPacific context is preferred.

Language:

? Good command of English, written and oral.

I. Scope of Price Proposal and Schedule of Payments

Interested candidates must submit financial proposal in Lump Sum Amount linked to each deliverable, including professional fee, living allowance and any other applicable cost to be incurred by the Contractor in completing the assignment. The total contract amount will be fixed, regardless of changes in the cost components, or extension of the herein specified duration.

Payment will be made only upon UNDP’s acceptance of the work performed. The payment will be made within thirty (30) days, after receipt of invoice and certification of acceptance of work issued by UNDP, as per below percentages:

• First instalment (25%): upon satisfactory completion of the deliverable 1 by 31 Dec

• Second instalment (25%): upon satisfactory completion of the deliverable 2 by 28 Feb

• Third instalment (25%): upon satisfactory completion of the deliverable 3 by 15 May

• Fourth instalment (25%): upon satisfactory completion of the deliverable 4 by 15 Jul
