Reporting to the Climate Change Adaptation and Resilience Building (CCARCoordinator with the overall guidance of the WFP Tajikistan Head of Programme, the incumbent is expected to perform the following duties and responsibilities:

External Coordination

  • Serve as main interlocutor with the donor, KOICA, Tajikistan office.
  • Represent WFP in various technical forums with key government officials involved in agriculture and natural resources management (NRin general, and specifically with agricultural technology (agritec, the Ministry of Agriculture; the Ministry of Trade and Economic Development; Ministry of Industry and New Technologies; etc.).
  • Establish networks and partnerships with academia and private sector stakeholders, research institutes and technology companies of Korean origin, to further project goals and ensure the latest innovations are being considered.
  • Serve as main liaison to the project steering committee, serving as secretariate.
  • Serve as main liaison to UN agencies, international financial institutions, nongovernmental organizations, and other development partners to engage in complementary initiatives and facilitate information sharing.
  • Provide advisory and technical support to the government, private sector, and civil society in designing and implementing the agritech project, ensuring strong collaboration in the fields of agriculture, and related technology.
  • Lead resource mobilization efforts to ensure available funds for future agriculture and NRM projects and activities.
  • Facilitate learning exchanges among field offices, with other development partners and through SouthSouth and triangular cooperation, especially the Youth for South initiative, with a strong focus on Korean startups, among others.

Internal Implementation

  • Lead the WFP agritech effort in coordination with national government entities, private sector stakeholders, cooperating partners in line with national priorities and plans, such as the Conception of Digital Economy in the Republic of Tajikistan, 2019.
  • Develop an agribusiness strategy, business plan, management plan and marketlinked farming plan to achieve the project objectives.
  • Develop and deploy a capacity strengthening plan across the food supply chain, including needs identification,
  • Prepare a detailed analysis of selected value chains with quantitative and qualitative description of needs; value chain mapping of actors; economic analysis, production and market costs and revenues; value additions and profit margin along the chain, including income and employment, and list of potential agribusinesses and agritech startups interested to collaborate with the project.
  • In coordination with partners:
    • Form (or ensure the functionality of existinsmallholder farmers’ groups and organizations in the selected communities, establishing roles and responsibilities for members and leaders.
    • Develop training modules and facilitate demonstrations of best farming and NRM practices, organic farming practices value addition, harvesting, postharvest handling and hermetic storage of highvalue perishable commodities, financial bookkeeping, marketing and sustainable/biodegradable packaging, supply chain for smallholder farmers, etc.
    • Support inclusive discussions on the development and dissemination of relevant agritech and other innovations.
    • Facilitate linkages of smallholder farmers and organizations to various markets, advisory services, governmental or private sector stakeholders, financial institutions, etc.
    • Provide support during the installation and validation of equipment and materials needed for applying agritech.
  • Assist in formulation of best agricultural and NRM practices, especially as relates to innovative and technological approaches, relevant to the Tajikistan context but bringing in relevant global perspectives and examples.
  • Develop a list of equipment and materials with detailed technical specifications and cost estimates for various infrastructure/assets required for agritech in different contexts (e.g., energy sources available, communication services available, etc.) to support procurement processes.
  • Support in developing relevant social and behaviour change communication activities targeting communities in relation to agritech and best practices in agriculture and NRM, incorporating nutrition and gendersensitive topics.
  • Coordinate with field offices and the Communication, Advocacy, and Marketing unit to develop success stories, fact sheets, information packets, social media posts, mass media pieces, and other advocacy and information sharing materials for a wide range of audiences as relates to the project, ensuring donor visibility at all points.
  • Hold regular meetings and/or use other innovative and effective ways to ensure proper information sharing and communication with the team/staff members.
  • Lead resource mobilization efforts to ensure available funds for future agriculture and NRM projects and activities.
  • Oversee budget implementation and expenditure plans, tracking actual expenditures, and provide updates through the resource management committee forum, highlighting shortages and status of progress, and providing recommendations on such.
  • Oversee the final project evaluation, including developing terms of reference, sourcing the service provider, ensuring appropriate research questions and tools are designed, and reviewing and providing initial approval to the final evaluation report, etc. These activities will be done in coordination with the research, assessments and monitoring team.

  • Perform all duties and functions of an officer as relevant to internal WFP processes and procedures in accordance with all deadlines (e.g., potential partner proposals, field level agreements, and service provision processes and contracts; invoice/transfers clearances; corporate systems such as WINGS/COMET; monthly deliverables such as mission plans, country brief inputs and bank forecast inputs; responding to official letters requesting support or information; serving as hiring manager; etc.).
  • Any other tasks as needed.

QUALIFICATIONS & EXPERIENCE WANTED:

Education:

Advanced University degree in development studies, decree in Agriculture, Agriculture Economics, Natural Resource Management is an asset.

Experience, Knowledge & Skills:

At least 2 years of experience in managing international development projects with component of agriculture / rural development, agricultural value chain development.

Expertise in innovative agricultural technologies, digital agriculture and using digital tools for providing technical support and trainings to smallholder farmers.

Excellent communication and interpersonal skills.

Languages:

Required fluency (level in oral and written English. Knowledge ofn Korean will be an advantage.
