Danish Refugee Council (DR is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.
DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and will continue significant scaleup in 2024 to implement emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine actiosectors, using direct interventions, support to duty bearers and civil society organizations (CSO, and partnerships with CSOs. DRC will continue and adapt its durable solutions portfolio to the evolving context.
DRC is currently looking for an Shelter and Settlement (Shelter and InfrastructurOfficer for its activities in Dnipro and Zaporizhzhia oblasts.
The overall purpose of the role:
to support the technical implementation of DRC’s new energy programming which falls under DRC’s shelter and settlements response. The Shelter and Infrastructure Specialist will ensure that DRC teams are provided with technical support and that projects have relevant ongoing technical oversight across the project cycle. The Shelter and Infrastructure Specialist will be technically responsible for DRC’s energy programming and will travel extensively to facilities in Dnipro and Zaporizhzhia oblast to lead the energy program.

Your main responsibilities will be:
Program and operational activities:
Ensure effective and efficient program implementation in accordance with the budget and work plan.
Participate in the preparation of monthly/quarterly/annual major reports and budgets for donors.
Coordination and representation:
Collaborate with relevant internal and external technical experts on relevant sector issues.
Represent DRC at meetings and other relevant technical coordination meetings.
Ensure strong integration with all other DRC sectors. Work closely with other departments to ensure efficient operations.
Project development:
Develop project plans and budgets for funding, organize and review cost estimates for project solutions.
Develop and monitor project tools, control and verification of project solutions, and due diligence of project documentation.
Prepare tender documents for the implementation of construction projects.
Monitor and evaluate projects, control the schedule of work.
Formation of design assignments, technical specifications, approval of technical solution cards, list of equipment and materials.
Initiate procurement and ensure its implementation.
Ensure preparation of plan distribution and timely transfer to the logistics department.
Prepare a package of documents for procurement (procurement specification.
Work with contractors, contractors and subcontractors.
About you
To be successful in this role we expect you to have at least 3 years of experience in the implementation of energy projects focused on alternative energy is required and practical experience in the technological processes of heat and electricity production at combined heat and power plants, heat pumps, and solar power plants.
