The World Food Programme (WFis the world’s largest humanitarian agency fighting hunger worldwide and working in more than 80 countries. ORGANIZATIONAL CONTEXT:

The WFP’s engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially reestablished its presence in 2006 to support the peace process in Mindanao, to provide lifesaving food assistance in emergencies and to develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people. Since 1 March 2024, WFP has been implementing the 2024 – 2028 Country Strategic Plan (CSto support the Government of the Philippines address food insecurity, reduce malnutrition, and build the resilience of vulnerable populations. In the CSP, WFP identified three outcomes and five main activities:

  • Strategic Outcome 1: By 2028, communities exposed to shocks and stressors in the Philippines are better able to meet food, nutrition and other essential needs with inclusive and equitable emergency preparedness and response capacity at the national and local levels.
  • Strategic Outcome 2: By 2028, communities vulnerable to food and nutrition insecurity in the Philippines are more resilient and can better manage risks affecting human capital gains and food systems, inclusively and equitably.
  • Strategic Outcome 3: The Government and partners in the Philippines access WFP services that augment their interventions, upon request.

WFP is seeking qualified candidates for the position of Procurement Officer to support the Country Office Procurement activities in support of WFP’s programme implementation. Under the guidance of the Head of Supply Chain, the Procurement Officer will be required to work independently while leading a small team of junior procurement staff. Procurement will be for goods and services, across key areas of country. Maintenance of vender rosters is a key component of the position.

KEY ACCOUNTABILITIES/RESPONSIBILITIES (not allinclusive, within delegated authorit:

  • Support procurement programs and operational activities, (e.g. issue tenders, evaluate offers and negotiate/award contract, following standard processes and contributing to successful procurement of food and nonfood commodities or services.
  • Contribute to analysis of data to provide recommendations for process improvement.
  • Collate data and contribute to preparation of accurate and timely reports of procurement activities, to contribute to a WFPwide view that enables informed decision making and consistency of information presented to stakeholders, leading to performance optimization.
  • Support auditing of procurement activities by collating the necessary information for recommendations to be responded to appropriately to ensure conformity with compliance rules.
  • Work in close collaboration with internal counterparts to align procurement activities with wider programmes and ensure a coherent approach to meeting food assistance needs.
  • Support training of WFP staff to take a strategic and proactive approach to the procurement of food and nonfood commodities and services, for example designing and reviewing training materials.
  • Guide and supervise a limited number of more junior staff, acting as a point of referral and supporting them with simple analysis and queries.
  • Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy food and needed resources to affected areas at the onset of the crisis.
  • Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
  • Perform other duties as required.

OTHER SPECEFIC JOB REQUIREMENTS:

  • Work to updated and maintain a vender roster to meet the needs of the Country Office operations.
  • Travel to the field to support suboffices and explore possibilities of local procurement.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

  • Experience handling routine and complex transactions/purchase of commodities/goods/services.
  • Experience developing timelines and cost reports for suppliers (e.g. retailers, wholesalers and trader.
  • Demonstrated experience coordinating procurement processes with other units/ teams (e.g., logistics, ICT, Administratio.

MINIMUM QUALIFICATIONS:

Education: Advanced University degree in Economics, Commerce, Business Administration, Engineering, Legal or Accounting or other relevant field, or First University degree with an additional relevant work experience and/or training/course.

Experience: Minimum of five years of progressively responsible experience leading Procurement operations including contract management, contract administration or logistics and supply chain management or related is required. Experience working in the humanitarian sector, especially United Nations agencies, is an asset.

Knowledge and Skills: Procurement Learning & Sharing: Excellent knowledge of procurement functions. CIPS II certificate (Chartered Institute for Procurement & Supplwould be an asset.

Language: Excellent written and oral communications skills in both English and Filipino.
