Purpose of Activity:
Climate change and environmental degradation are escalating global threats, disproportionately affecting children. Over a billion children worldwide are at risk due to climaterelated hazards, such as heatwaves, floods, and cyclones. These threats not only jeopardize their survival but also hinder development progress. In response, UNICEF has prioritized integrating climate resilience and lowcarbon strategies across critical social services like WASH, healthcare, education, and child protection. To achieve this, UNICEF’s Sustainability and Climate Change Action Plan (SCA 20232030 underscores the urgency of building internal capacity to mainstream sustainability and climate action into all areas of its work, ensuring that staff at all levels are equipped to support these critical efforts.
The establishment of a Capacity Building Consultant Roster on Climate, Environment, Energy, and DRR (CEE will ensure that UNICEF can effectively respond to capacity needs at the headquarters, regional, and country office levels. This roster will consist of highly skilled and motivated consultants who will provide tailored technical assistance, training, and support to UNICEF staff and partners globally. The primary objective is to strengthen UNICEF’s ability to integrate sustainability and climate action into its programmes and operations. Key tasks will include developing and delivering tailored training sessions on climate and disaster resilience, sustainability, and emissions reduction strategies across all UNICEF sectors. Consultants will also assist in embedding climatesmart approaches into health, education, water, sanitation, nutrition, and child protection programmes, as well as providing technical support in integrating childfocused climate and disaster actions into national policies, plans, and budgets (e.g., NDCs, NAP.
The Capacity Building Roster will serve as a human resources repository from which prevetted and well qualified capacity building experts can be drawn quickly and efficiently. Once accepted on the roster, consultants will be eligible for direct recruitment by UNICEF HQ Offices, Country Offices or Regional Offices for a period of up to three years. The length of the contract will depend on project needs and funding availability.
Scope of Work:
Activities may include but are not limited to:
Objective 1: Strengthen UNICEF staff capacity in climate action and sustainability integration
Objective 2: Support UNICEF programmes in embedding climate resilience and sustainability across all sectors
Provide technical assistance for integrating climate and disaster resilience and lowcarbon strategies into programmatic areas, ensuring programmes are climateinformed and contribute to reducing vulnerability
Objective 3: Strengthen external partnerships and advocacy for childfocused climate action
Facilitate workshops and knowledgesharing sessions with partners to align efforts on climate and disaster resilience and ensure UNICEF’s work contributes to broader national and global climate goals.
Terms of Reference / Key Deliverables:
Objective 1: Strengthen UNICEF staff capacity in climate action and sustainability integration
Deliverable 1: Develop and deliver tailored training on climate and disaster resilience, sustainability, and lowcarbon strategies for UNICEF staff across sectors (health, education, water, sanitation, etc.).
Deliverable 2: Facilitate experiential learning and workshops, supporting UNICEF staff to embed climatesmart solutions into programmes and operations.
Deliverable 3: Create and implement a trainthetrainer program to enable staff to teach sustainability and climate action principles across the organization
Objective 2: Support UNICEF programmes in embedding climate resilience and sustainability across all sectors
Deliverable 4: Provide technical assistance to UNICEF teams for integrating climate and disaster resilience and lowcarbon strategies into sectoral programmes and operational practices.
Deliverable 5: Develop climatesmart programmes with practical, realtime support and best practices relevant to UNICEF’s mandate.
Deliverable 6: Provide handson technical assistance to ensure climateinformed programming in health, education, WASH, and other sectors.
Objective 3: Strengthen external partnerships and advocacy for childfocused climate action
Deliverable 7: Provide technical assistance to national governments and partners to integrate childcritical social services into climate and disaster risk reduction policies (e.g., NDCs, NAPs, DRMand budgets.
Deliverable 8: Support senior management in advocating for climate action and provide tools to promote equity and inclusion in climate initiatives
Deliverable 9: Facilitate knowledgesharing sessions and workshops with partners to align efforts on climate resilience and sustainability.
Qualifications of Successful Candidates

Knowledge/Expertise/Skills required
Minimum of 5 years of experience in capacitybuilding, learning and development, or similar roles, particularly in climate, energy, DRR, or environmental protection contexts

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors.
