JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Supply Chain Management Service Pillar of the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSC, with duty station, Bangui. This position is in the Centralized Warehousing Sections, Supply Chain Management (SCService of Mission Support Division in (MINUSC. The post is located in Bangui and the Logistic Officer FS6 will be responsible to implement Regional Warehouse Strategy including coordinating with relevant stakeholders for construction and maintenance of Regional Warehouses and implementing push and pull model to support regional warehouse operations. The incumbent will directly report to the Chief, Centralized Warehouse Section and will also assume functions of OIC Warehouse Operation Unit during absence of Chief, Warehouse Operation Unit. The incumbent is responsible for supervising operation of regional warehouses and coordinating with all Units of CWS, MINUSCA Technical Sections, MOVCON etc. to provide required support for effective and efficient operation of regional warehouses. Furthermore, the incumbent will be working closely with Warehouse Operation Unit regarding timely picking and packing and consolidating materials planned to be delivered to regions including approving Cargo Movement Requests (CM.
Responsibilities
Within delegated authority, the Logistics Officer will carry out the following duties: • Prepares drafts of various, complex logistics plans, for planned or new missions. Develops contingency plans for drawdown and liquidation of missions. Prepares drafts of mission specific Standard Operating Procedures and submits to his/her supervisor for review. Prepares drafts budget requirements for planned or new missions and submits to his/her supervisor for review. • Manages logistics operations including management of logistics assets, material, contracts and personnel. Ensures timely, accountable and costeffective delivery of cargo and personnel. • Coordinates and provides logistics support to ongoing operations in a field mission. • Ensures that logistics requirements take account of genderspecific needs. • Participates in technical survey for missions and verification missions to troop contributing countries. • Identifies requirements and shortfalls within his/her unit and submits to supervisor for logistics plans; and manages special logistics operations. • Keeps required records of logistic activities and level of essential supplies. • Coordinates logistics activities with procurement, finance, human resources, and other sections. Follows up on legal and financial aspects of the logistic support. • Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. • Coordinates logistics operations with other UN agencies, and other organizations. • Ensures that supervised staff are adequately trained, cross trained; identifies additional training needs to achieve high working standards. • Coordinate with Plan and Stock Control Unit to address stock requirements of each Regional Warehouses including inventories discrepancy reconciliation. • Conducts regular checks and provides required guidance to the commodity managers to ensure effective and effective warehouse operations. • Reviews open Transfer Orders, Transfer Requests etc. and take timely actions as needed • Performs shipment analysis of all outbound deliveries to regions including consumption patterns of materials to implement push and pull strategy to support regional warehouse operations • Guides and supervises new/junior staff. • Performs other duties as required.

Ability to provide professional technical advice on a broad range of supply chain management areas. Knowledge in data analytics, management and producing different types of reports to facilitate decision making process. Work Experience
A minimum of ten (10) years of progressively responsible experience of practical field logistics operations is required. Experience in managing centralized warehouses with wide range of commodities and high annual turnover is required At least 2 years of proven experience in data analysis with SAP/ERP, Excel and Power BI is required. Experience in drafting reports, policies, and Standard Operating Procedure (SOis desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English is required. Knowledge of French is desirable.
