This position is located in the office of the Special Representative of the SecretaryGeneral (SRSfor Central Africa Republic and Head of MINUSCA. The incumbent will be based in Bangui and report to the to the SRSG through the Office of SRSG (OSRSTeam leader.
Responsibilities
Within delegated authority and under the direct supervision of the OSRSG Team leader, the Political Affairs Officer will be responsible for the following duties: • Provides substantive and practical support to the SRSG in implementing the Mission’s mandate; Keeps the SRSG informed on all matters requiring his personal attention, assists in formulating options as to how those matters might be handled, and ensures appropriate followup, as directed. • Identifies, analyzes and monitors political developments and emerging issues with respect to the implementation of the UN’s mandate. • Assesses implications and makes recommendations on possible policies, strategies, and other measures to address issues of concern and to advance mandated objectives; monitors, evaluates and reports on implementation. • Participates fully in assigned operational activities related to the work of the office or mission, i.e., peacekeeping, disarmament, demobilization and reintegration, conflict prevention and resolution, postconflict rehabilitation, election administration, political and governance institutionbuilding, civil society support work, etc.; supports an integrated approach that includes a rightsbased dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities. • Prepares briefing notes and talking points for the Senior Political Affairs Officer, Head of the Mission and other senior staff. As requested, provides guidance and advice on assigned issues to the head of mission, as well as other selected offices of intergovernmental bodies concerning assigned areas of work. Prepares responses to comments, statements, and queries, and manages processes involving several civilian, military or humanitarian components. Develops and maintains relations with government officials at the working levels and advises them on issues and policies of mutual concern. • Participates as a team member on a team which could deal with a variety of political issues in a region and or country or major conflict. Attends meetings to identify the scope of the project, considers methodologies, and participate in developing guidelines, terms of reference and operational plans and time frames for new team. Assists in planning, coordinating and supporting programmes, projects and activities requiring mission and/or interagency involvement and participation. Represents the team at round tables, seminars and conferences. • Supports his/her supervisor in the formulation of the programme of work, budget and mediumterm plans of the unit by participating in meetings and compiling or researching issues related to the mission. • Performs other related duties as required.

Education
Advanced university degree (Master’s degree or equivalenin Political Science, Management or Development, or a related field is required. A first level university degree with a combination of two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five (05) years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area is required. Experience in supporting Senior Officials in providing strategic guidance for the management of peace operations’ pillars, the conduct of good office and the implementation of peace agreement including programmatic coordination and integrated service delivery thereon is required. Experience in the coordination of Integrated support to peace and political processes including working relations with host government is required. Experience in political outreach, facilitation, analysis, advice, and reporting in direct support to Heads of missions or organization’s strategic engagements is required. Experience in the field of cooperation with international partners and regional organizations within conflict or post conflict context in the Central Africa region is required. Previous experience working in the office of a Senior Public Official or as a Special Assistant (or similato a Senior Public Official is required.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English and French is required.
