JOB DESCRIPTION

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women programming in Zimbabwe aims to create an enabling environment for gender equality and women’s empowerment by supporting the Government of Zimbabwe to fulfil its obligations in the national Constitution and global gender equality frameworks, and by building the capacity of women to claim their rights.

The Ministry of Energy and Power Development in partnership with UN Women recognizes the importance of promoting gender equality and the empowerment of women in the energy sector. The Ministry together with UN Women, UNDP, UNESCO, UNCDF, Old Mutual and other key stakeholders in the public and private sector is catalyzing gender responsive investments in Renewable Energy for the achievement of Sustainable Development Goals in Zimbabwe. UN Women’s role in the programme includes promoting meaningful inclusion and participation of women in the Renewable Energy (RE) value chain; gender responsive RE training; gender responsive financing for the RE sector as well as generation and/or utilization of gender disaggregated data by key stakeholders. In line with the above efforts, and as part of its contribution to the Joint Renewable Energy Fund, the Country Office in partnership with the Ministry of Energy and Power Development and Participating UN Organizations would like to engage a consultant to assist with the development of a comprehensive national strategy for women in energy.

Objective

  • To develop a national strategy that helps to increase women’s participation, retention and advancement in the energy sector.

Duties and Responsibilities

Description of Responsibilities/ Scope of Work/Deliverables

Inception report

A work plan and inception report detailed as follows:

  • A complete desk review assessment of literature on women and energy.
  • Analyze trends, best practices, existing initiatives, energy sector policies, laws and regulations,
  • Identify barriers to women’s participation and development.
  • Identify key thematic issues with policy priority areas and sector assessment.
  • Include a stakeholder analysis.
  • Include framework, methodology, tools and execution plan for undertaking the assignment.

Submit the inception report and have a debriefing meeting with the Ministry of Energy and Power Development and other key stakeholders to discuss the inception report and achieve a common understanding of the work, strategy components and the deliverables

Consultative Meetings

Conduct Provincial Consultations across 10 provinces of Zimbabwe applying both quantitative and qualitative methods of data collection including but not limited to surveys, focus group discussions and interviews. The consultant is expected to submit a comprehensive research report with findings and data from all the engagements

Strategy Development

This entails drafting of the National Strategy for Women in Energy prepared and submitted to stakeholders/technical working group for review. Presentation of the draft National Strategy for Women in Energy to Ministry of Energy and Power Development and other key stakeholders for comments and inputs.

Validation

Prepare a revised National Strategy for Women in Energy sector. Submit and present a revised National Strategy for Women in Energy to the Ministry of Energy and Power Development and other key stakeholders for a validation exercise.

Final report

Submit the final version of the National Strategy for Women in Energy with inputs and feedback from the MoEPD, and other key stakeholders from the validation meetings.

Consultant’s Workplace and Official Travel

This is a full-time consultancy. The Consultant is expected to attend meetings related to the project at the UN Women Offices as part of the project. As part of this assignment, the Consultant will be needed to go for field missions across the 10 provinces of Zimbabwe as may be required and will be stipulated in the mission plans developed together with UN Women as per the Country Office’s Travel Policy. The costs for travelling will be covered by UN Women based on UN Women rates.

FUNCTIONAL COMPETENCIES:

  • Sufficient knowledge of the Zimbabwe gender and energy situation, energy (renewable energy and energy efficiency) policies, legal and regulatory frameworks;
  • Ability to undertake research and lead strategic dialogue on key development issues;
  • Strong problem solving, communication, research and analytical writing skills; Ability to build and maintain partnerships with wide networks of stakeholders, Governments, civil society and private sector partners, experts and others in line with UN Women strategy and policies.
  • Ability to provide managers and key stakeholders with regular feedback on the consistency or discrepancy between planned and actual activities and programme performance and results.
  • Ability to identify and organize action around mitigating and proactively managing risks.

Required Skills and Experience

Education and Certification:

  • A master’s degree in energy, economics, development studies or related field is required;
  • A first-level university degree in combination with three additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project management certification would be an added advantage.

Experience:

  • At least 7 to 10 years of experience at the strategic level engagement in strategic planning activities in Gender and Energy;
  • Experience from similar assignments. Ability to successfully perform field/site supervision duties, desk reviews and analysis with strong report writing abilities.
  • Excellent analytical skills and sectoral expertise relevant to gender and energy
  • Experience in the UN system organizations and knowledge of UN procedures
  • Experience working with projects in developing country context is desirable.
  • Membership of a professional body will be an added advantage
  • Demonstrated Knowledge of national regulations regarding gender and energy
  • Excellent communication skills in a complex multi-stakeholder environment is required.

Languages:

  • Fluency in English is required.
  • Knowledge of at least one local language is an asset
