JOB DESCRIPTION

The Organizational Setting

The Air Navigation Bureau (ANB) in ICAO is responsible for providing technical guidance to the Air Navigation Commission (ANC), the Council and the Assembly. ANB provides technical expertise in aviation‐related disciplines to States, industry and all elements of the Organization. The Bureau is also responsible for maintaining and implementing the Global Aviation Safety Plan (GASP) and Global Air Navigation Plan (GANP), including its aviation system block upgrades as well as producing yearly safety and air navigation status reports. The Bureau develops technical studies and proposals for Standards and Recommended Practices (SARPs), and Procedures for Air Navigation Services (PANS) for further processing by the governing bodies of ICAO and develops related procedures and guidance material. The Bureau also manages the Universal Safety Oversight Audit Programme Continuous Monitoring Approach (USOAP CMA). ANB also serves as.

The Multidisciplinary Priorities Section (MDP) is responsible for the coordination of multi-disciplinary priorities including Commercial Space Transport, and Higher Airspace Operations.  MDP serves as the focal point for Innovation for ANB and is the entity that is responsible for implementing the bureau’s role as the coordinator for cross-organizational innovation initiatives.  MDP studies emerging technologies and operations that do not fall under the scope of one of the technical sections of the Bureau.  MDP supplements the efforts across ANB on New Entrants by developing a systems integration layer.  It provides an analytical service to the Safety and Air Navigation Capacity and Efficiency (ANCE) Strategic Objectives. MP is also responsible for iSTARS and other tools, and develops regional dashboards.

Reporting to the Chief MDP, the incumbent will be responsible for the development and implementation of all policy matters related to the cross-organizational innovation initiatives. The professional will be working in a team environment with business and technical resources as well as third party vendors.

Major duties and Responsibilities
Function 1 (incl. Expected results):

Provides policy level support to the outreach initiatives related to establishing an inclusive dialogue with relevant stakeholders within the context of the organization’s innovation strategy, by:

  • Performing analysis of and drafting report material on the implementation of existing polices and strategies of the Organization on innovation, and drafting proposals for enhancements to the same
  • Preparing draft summaries for various innovation related meetings
  • Drafting letters, memorandums of understanding and other material to develop new partnerships on innovation, and processing the drafts through the ICAO internal processes.
  • Liaising with the United Nations on specific, relevant, topics of common interest, e.g. Horizon Scanning, with a view to exchanging best practices
  • Serving on the cross-organizational team for organizing the ICAO Innovation events
  • Assisting the secretaries of innovation related working groups of the Council and Air Navigation Commission
  • Working with the information technology experts to implement an online centralized platform providing transparency to stakeholders on ICAO innovation activities and through which they can provide input so as to increase ICAO awareness
  • Designing and implementing horizon scanning activities within the ICAO innovation initiatives
Function 2 (incl. Expected results):

Manages various initiatives aimed at the development and enhancement of a culture of innovation within ICAO , by:

  • Drafting Administrative Instructions on the use of specific innovations
  • Working with the information technology experts to implement sandboxes on specific innovations
  • Providing advice and undertaking workshops on horizon scanning

Qualifications and Experience
Education

A first level university degree in Administration, Engineering, Law, International Relations, Public Relations, Commerce, Management or Marketing

Professional experience

Experience:

Essential:

  • A minimum of 5 years’ experience in supporting innovation programmes
  • Experience in developing policies.

Desirable:

  • Experience in working in supporting innovation programmes in an international organisation or aviation organisation
Skills

Essential:

It should be noted that this consultancy is to be filled for an initial period of twelve (12) months with a possibility of an extension. This is a full-time position.

Please note that the daily rate for Band B varies from CA$ 248 to CA$ 392.
