Your role

As an Associate Project Officer, you will provide a full spectrum of operational, analytical, knowledge, relationship and other support for the effective functioning of the team.

Work independently and collaboratively to carry out a full spectrum of operation and other work:

  • Operational Support and Management. Support the processing and implementation of projects, programs, and technical assistance. Regularly prepare and update Project Performance Reports. Support the teams and clients.
  • Managing Contract Awards and Disbursements. Administer all activities related to contract awards and disbursements, e.g. reviewing withdrawal applications, following up on submissions, preparing correspondence, and support the fulfillment of ADB’s commitments and financing percentages.
  • Administration of Loan Covenants. Maintain records to monitor the compliance with loan covenants, advise and support the team and clients in ensuing the compliance, follow up on outstanding obligations of executing agencies such as the submission of financial statements, monthly and/or quarterly progress reports; and inputs data on the status of such compliance into the Project Administration Systems (PAS) of the mainframe computer.
  • Mission Participation. Participate in missions such as inception, review, mid-term review, and project completion report missions. Lead and support in collecting data on contract awards and disbursements, reconciliation of project accounts, compliance with loan covenants, in familiarizing Executing (EA) and Implementing Agencies (IAs) with the ADB procedures and in assisting them in the preparation of various reports and applications.
  • Analytical Support. Compile data and statistics on contract awards and disbursements for the assigned projects, generate various reports required by ADB and the clients, monitor and analyze the actual awards and disbursements against targets to identify shortfalls and their underlying causes, follow up with the Executing and Implementing Agencies; and lead and support the resolution of problems.
  • Documents Review and Correspondence. Contribute to the review of documents, for example, bid evaluation reports, contract awards-related documents, and withdrawal applications. Draft papers (for example, Procurement Papers for award of contracts); reports for project implementation, and technical assistance proposals. Undertake effective correspondences with internal and external clients.
  • Leadership. Display strong leadership and ownership in carrying out all aspects of the work and engagements.
  • Flexibility and responsiveness. Carry out other responsibilities required by the team, SG-FIN, the Sectors Group, ADB, and the developing member countries (DMCs).

Qualifications

You will need:

  • At least a Bachelor’s degree, preferably with advanced training.
  • At least 6 years of relevant wok experience.
  • In depth knowledge and rich experience on ADB operations, ADB’s business processes and procedures, modalities, and workflows.
  • Strong analytical ability to undertake research and analysis, collect and organize data and information, and draft documents.
  • Proficiency in ADB’s information technologies and relevant software programs.
  • Strong capacity for teamwork. Ability to work collaboratively with teams as a constructive team member, skills to liaise and collaborate with colleagues throughout ADB, and strong willingness and capacity to guide more junior and less experienced colleagues.
  • Excellent capabilities in relationship management; strong client orientation; effective communication skills; solid strong problem solving and solution-oriented approaches; and strong responsiveness, flexibility, reliability, and professionalism.
