OBJECTIVES OF THE PROGRAMME

Since October, 7,2023, the oPt is graded as a Grade 3 acute emergency. The combination of armed conflict, near total destruction of health system at all levels resulted in lack of services across the trauma pathway. The direct health outcome is insufficient care for the immediate conflict casualties, resulting in increased morbidity and mortality. The indirect outcome is the Health System’s inability to deal with patients in need of elective operations, resulting in people not being able to earn their living out of an incapacitating health issue that can be addressed surgically, but it never is, because the surgical wards and the operation theatres are too busy dealing with limb saving and lifesaving interventions. To summarize the above, the Trauma impact extends to the entire society, involving all levels of care, from prehospital to rehabilitation

DESCRIPTION OF DUTIES

  • Lead the Trauma care team to implement activities at all levels of Trauma and Emergency Care: a) Point of injury care and the Community Response. b) Early Prehospital Care and Ambulances. c) Trauma Stabilization Points and Advanced Medical Posts. d) Primary Health Care centers with Emergency Response capacity. e) Hospital Emergency Departments. f) Tertiary Care in a selection of designated Hospital Facilities.

A range of WHO resources will be used for the above, including the Basic Emergency Care course, WHO Prehospital Training, WHO Mass Casualty Management training, WHO checklists and clinical forms.

  • Lead the WHO oPt to improve the existing Trauma System at all levels of Trauma and Emergency Care, including Community Trauma Training and engagement of community stakeholders; National Emergency Medical Teams and Trauma Stabilization Points; Emergency Care at PHCC level; Mass Casualty Management System from the Emergency Department perspective, and Emergency Care Strategic planning; Limb Reconstruction Centre and technical support at the Surgical Level of care and Contextualized Readiness and Preparedness against any sudden onset trauma disaster.
  • Lead and promote the improvement of the national policies and Nexus in Trauma and Emergency Care preparedness and response capacity at the country level, and coordinate with regional and country-level partners towards the development of a Global Trauma and Emergency Care Initiative.
  • Identify targets for further improvement of trauma and emergency care delivery based on locally available data and lead the development of relevant clinical training curricula.
  • Lead the research and development of technical documents, lessons learnt and scientific articles on Trauma and Emergency care in limited resource settings.
  • Support the resource mobilization WCO activities in the frame of WHE and lead the resource mobilization initiatives towards a sustainable Trauma and Emergency Care programme.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced University degree in Medicine with specialization in emergency medicine or surgery or similar filed
Desirable: Postgraduate formal training in Health Crises Management and/or postgraduate formal training in public health. Master’s degree or above in Public Health, Health Crisis Management, Global Health or similar field.

Experience

Essential: Minimum 7 years of experience working in the area of emergency and trauma care. Scholarly publication(s) in the area of emergency and trauma care.
Desirable: Experience in public health and epidemiology. Experience within WHO.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4362 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
