The UN Capital Development Fund assists developing countries in the development of their economies by supplementing existing sources of capital assistance by employing grants, loans, and guarantees, first and foremost for the least developed among the developing countries. As a Flagship Catalytic Blended Financing platform of the UN, UNCDF utilizes its unique capability to crowd-in finance for the scaling of development impact where the needs are greatest—a capability rooted in UNCDF’s unique investment mandate—to support the achievement of the 2030 Agenda for Sustainable Development and the realization of the Doha Programme of Action for the least developed countries, 2022–2031.

Within its mandate, UNCDF hosts and leads the secretariat functions of the Global Fund for Coral Reefs (GFCR), a blended finance global instrument dedicated to mobilizing action and financial resources to protect and restore coral reef ecosystems. A cross-functional and multi-UN Agency team, the GFCR UN Global Team (UNGT), provides in addition to management leadership and coordination, technical and operational expertise to conduct the GFCR Grant Fund day-to-day activities. The UNGT also supports the GFCR Executive Board and implements its financial decisions, and coordinates actions with the wider GFCR coalition.

Duties and Responsibilities

a.     Governing bodies and strategic engagement support 

  • Supports the planning of governing bodies meetings; and produces, in coordination with the Deputy Director and Funds Coordination Specialist, materials and presentations for the meetings including agenda and technical background documents; drafts communications; produces detailed meeting minutes, among other planning tasks.
  • Supports the preparation of governing bodies’ decisions and communications to the concerned implementers/stakeholders in close cooperation with relevant team members.
  • Collects relevant information and drafts updates for the governing bodies on activities progress.
  • Supports engagement with donors and partners, including through drafting of correspondence and speaking points, development of technical presentations, and others.
  • Supports strategic partnerships for GFCR

b.           Programme operations 

  • Supports guidance to Recipient UN and Non-UN Organizations on operational process requirements as laid out in the relevant Operations Manual.
  • Supports as needed the coordination of Non-UN Organizations due diligence processes.

c.           Fund operations 

  • Leads and maintains updates of the team-work plans.
  • Supports procurement and HR processes and other logistical support.
  • Leads coordination of annual reports and other reports as required.
  • Supports file management.

d.          Coordination

  • Develops and maintains a database of programmatic and engagement stories, photographs, videos, and other relevant content/assets.
  • Ensure management of GFCR, and others as needed, social media platforms, including through regular development and posting of content (stories, donor recognition, demonstration pieces, announcements, and collaborative posts).
  • Supports drafting and coordination of newsletters, programmes case studies, articles, and other documents that contribute to outreach and strategic engagement.
  • Supports website and online platform updates.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the funds.

Institutional Arrangement

The Funds Coordination Analyst will report to the Deputy Director and will work in coordination with the Funds Coordination Specialist, Strategic Engagement and Specialist, and Programme Analyst.

Required Skills and Experience

Minimum Education requirements

  • Advanced University Degree (Master’s Degree or equivalent) in Public Administration, Public Policy, MBA finance, accounting and/or other relevant related field is required or
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Minimum years of relevant work experience

  • Applicants with Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience. Applicants with a Bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in project management , project  management coordination at national or international level.

Required skills

  • Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP.
  • Experience in developing workplans and meeting planning.
  • Experience in proposal and/or reporting writing.
  • Experience in coordination and execution of priority engagements with donors and partners, including through tracking, drafting of correspondence and speaking points, scheduling of calls, development of presentations is required.
  • Experience coordinating across a variety of geographically dispersed stakeholders.

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in marine conservation, or other efforts on sectors related to the environment, marine conservation initiatives, conservation sustainable development financing (including blended finance mechanisms), climate change, blue economy is desirable.
  • Professional editing and copywriting skills and experience, including articles, social media content, press releases, and newsletters is desirable.
  • Experience in organizing events, including planning, logistics and reporting is desirable.
  • Experience working with the UN system or multilateral development agency is desirable.

Required Language(s)

  • Proficiency in English language is required.
