JOB DESCRIPTION

Job Summary

The Monitoring, Evaluation, Accountability and Learning (MEAL) Advisorwill lead the country-level monitoring and evaluationactivities anddevelop mechanisms for accountability and learning acrossaGlobal Health Security (GHS) project. They will design and implement the MEAL system in accordance withFHI360’s standards and donor requirements.

 

The MEAL Advisor will work closely with leadership and technical teams to enhance real-time service delivery monitoring, support quality improvement systems, and ensure data quality. The incumbent will ensure program data are tracked, verified and supporting documentation is maintained and reported to FHI 360 leaders, the Government of Nepal, and the project funder.

 

They will facilitate knowledge sharing, foster collaboration among stakeholders, and drive the use of evidence to guide project strategy and adaptive management. Additionally, they will strengthen the capacity of project staff and partners to engage in MEAL activities.The MEAL Advisor will liaise with relevant technical advisers and counterparts responsible for country-level strategic information and monitoring and evaluation and support coordination on the regional level.

Key Responsibilities

  • Provides strategic leadership and guidance to the MEALcomponent of the GHS project in coordination with other project technical areas.
  • Leads the development and implementation of the project’s MEAL framework, ensuring it meets the project goals and standards.
  • Leads the development, evaluation, and presentation of M&E data, ensuring systems are efficient and meet the requirements of technical teams, partners, and stakeholders.
  • Designs and implements capacity building activities and effective learning mechanisms, including program reviews, documentation, knowledge exchange, and mentorship to facilitate knowledge uptake and applied learning
  • Engages with key stakeholders, including government agencies, partners, to promote accountability, collaboration and knowledge sharing
  • Regularly reviews and updates the MEAL frameworks to reflect changes in the project context and best practices.
  • Prepares and submitstimely and accurate reports to donor and other stakeholders summarizing project progress, achievements, and lessons learned.
  • Works with other technical teams to develop workplans, presentations, and reports, and represent the project in various forums as required.
  • Performs other duties as assigned.

 

Minimum Requirements

  • Master’s degree or its international equivalent in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant discipline.
  • Minimum of eight (8 years working on designing, establishing, and managing monitoring and evaluation systems, ensuring data quality, and analyzing data to support performance improvement of programs.
  • Extensive knowledge and experience of M&E systems to enhance project performance and evidence-based decision making, and integrating accountability and learning practices in project implementation.
  • Proficiency in data analysis and interpretation, with experience using statistical software and M&E databases.
  • Demonstrated working knowledge of information management systems in human health, animal health and environment sectors in Nepal.
  • Previous experience building capacity for generation and use of strategic information.
  • Proven ability to perform complex data analyses, make actionable recommendations, and present data in clear, easy-to-understand visual formats.
  • Experience in capacity building of staff in MEAL activities.
  • Excellent report writing, analytical, communication, and presentation skills.
  • Experience of working with projects in infectious disease prevention and control, AMR, pandemic preparedness and response, health system strengthening,or other relevant areas is preferred
  • Strong organizational, analytical, and problem-solving skills.
