ABOUT WFP

The World Food Programme (WFP) has been in Bhutan since 1974. WFP’s country strategic plan (2024–2028) aims to strengthen and support government efforts to deliver equitable and inclusive economic growth and support human capital development. All WFP’s activities are implemented in partnership with the Government. A prominent feature of the country strategic plan is expanding WFP’s capacity strengthening of government institutions and engagement of private sector partners while adopting a sharper gender focus.

Under the UN Sustainable Development Cooperation Framework (2024–2028), WFP supports the Government’s 13th Five-year Plan (2024-2029) to support the national school nutrition and feeding programme with nutrition and supply chain optimization, linking farmers to schools, and school infrastructure development. WFP is applying a systems approach to agriculture value chain development from demand creation for local food, to support production, marketing and mitigating post-harvest losses. For disaster risk management, WFP supports the Government in setting up national platforms to guide disaster preparedness and response. WFP also supports policy and inter-agency coordination, including assistance on enhanced cost efficiency and knowledge management.

WFP seeks an Operations Information Management (OIM) Officer with roles in Communications, Advocacy and Marketing (CAM), and Partnerships, for its Country Office (CO) in Thimphu. The OIM-CAM Officer will engage with internal stakeholders and a host of public, private sector and external entities, and support all OIM, performance and donor reporting and CAM activities, contributing to the establishment and presentation of WFP programme portfolio and associated results that facilitate informed and timely decision-making at all levels throughout the organisation.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Collaborate in assigned area to ensure that standard OIM, CAM and partnerships guidance, procedures and templates are followed to drive the quality, consistency and standardisation of information management and performance and donor reporting across WFP.
  • Collate relevant information and data from media and local internal and external sources to facilitate and maximize the exchange of information and data flow between functional area networks in WFP, to provide operational awareness and understanding of events that may have humanitarian and/or operational impact.
  • Support the collation and dissemination of political and humanitarian analyses pertaining to WFP current or future responses and donor policies, trends and preferences to ensure country specific input to WFP’s operational reporting.
  • Proactively contribute to a partnerships portfolio, including partner profiling and outreach activities, with the aim to maximize resources and leverage policy and technical support for WFP’s work; support CO partner visibility and ensure partner conditions are met.
  • Support the collation, analysis and communication of the ‘Essential Elements of Information’, pertaining to the operational environment and available human, financial and physical assets in order to facilitate access to timely and accurate information used at country level.
  • Support the preparation of Annual Corporate Report (ACR) for the annual reporting exercise, in collaboration with the CO programme, monitoring & evaluation, logistics and resource management functions by coordinating to ensure coherence and quality of performance information.
  • Gather and present internal and external data/information, using key information systems (e.g. Salesforce, WINGS, WFPGo), to support WFP’s effective positioning vis-à-vis national governments, regional and international institutions with the aim to influence the policy agenda. Collaborate with counterparts to ensure consistency in humanitarian information and to complement WFP analysis and information.
  • Use data to present managers with well-researched ideas to expand support from existing partners and to identify new partners, guided by programmatic assessment and context-specific analyses to enhance the impact of WFP’s work and diversify the resource base.
  • Support the enhancement of the capacity of WFP staff and partners to effectively manage operational information, and performance and donor reporting, for example through the delivery of the OIM & PR training on core competencies.
  • Act as focal person for CO communications, support the creation of communication products such as videos, stories, and press releases to promote WFP’s Country Strategic Plan to target audiences; support CO teams to enhance WFP’s visibility and brand recognition.
  • Assist in monitoring media coverage, managing public queries, and maintaining relationships with influencers, journalists, and media outlets to effectively communicate WFP’s work.
  • Perform other related duties as required.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced university degree in communications, international development, international relations, political science, economics, statistics, information management or journalism, business management, social sciences, or other relevant field, with additional years of related work experience.

Experience: At least two years of progressively responsible postgraduate professional work experience in reports, information management, partnerships and/or communication with a background and interest in international humanitarian development.

Skills:

  • General knowledge of information management best practices, techniques and processes with understanding of the basic theoretical background.
  • Strong written and oral communication skills, including substantive analysis and report writing skills and the ability to develop powerful narratives by using data analysis visualization to enable action-oriented discussions with key stakeholders.
  • Knowledge of, or the ability to quickly assimilate, WFP/UN specific processes and systems.

Language: Fluency (level C) in English language and the duty station’s language, if different.
