JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the Programme Office in Haiti (POHTI), with duty station in Port-au-Prince, operating under the Regional Office for Central America and the Caribbean (ROPAN), United Nations Office on Drugs and Crime (UNODC) located in Panama City, Panama. The incumbent will work under the overall guidance of the UNODC Representative of ROPAN and the direct supervision of the UNODC Anti-Corruption and Anti-Money Laundering and Counter-Terrorism Financing (AML/CFT) Advisors for the project. S/he will also receive guidance from UNODC headquarters, Vienna, Austria and from UNODC Anti-Corruption Hub in Mexico.
Responsibilities
Within assigned authority and for the implementation of the Project on “Strengthening the Haitian capacity to investigate, prosecute and adjudicate cases of corruption and economic crimes, money laundering and associated predicate offences and improving information sharing with international investigators on transnational organized crime in Haiti”, the incumbent will be responsible for the following duties: • Assist to the Project work relating to budgeting and finance, as well as to general administration and management. • Assist managers in monitoring all accounts and compliance with the United Nations Financial Rules and Regulations, as well as with established policies and procedures; provide assistance in the interpretation of budget guidelines; identify budgetary and general administrative issues/problems, as they arise, and advise the Advisors for the Project and the Project Officer on appropriate course of action. • Assist in the preparation and review of Project budget submissions and financial projections, verify accuracy of data provided, liaise closely with the Financial Resources Management Section (FRMS), and ensure follow-up on the comments provided. • Monitor expenditures and compares with approved budget; prepare adjustments as necessary. • Assist in preparation of budget performance submissions and finalization of budget performance reports, analysing variances between approved budgets and actual expenditures. • Support the Advisors for the Project and the Project Officer in the elaboration of budget estimates and resource requirements for the Project by generating and analysing the required SAP (Umoja) financial reports and by preparing tables and charts to help determining and detailing financial requirements. • Assist to prepare analytical reports on expenditure projections, financial statements etc. on the various source of funding, and present them in a form that is meaningful to non-specialists. • Collaborate on internal oversight databases/recording tools to monitor, track and record expenditure and keep comprehensive overview of the Project. • Ensure that database/monitoring tools are current and up to date; prepare, maintain and update files (electronic and paper) and internal databases. • Support the coordination of activities related to the preparation and planning of the Project and Consolidated Budget submissions, throughout their respective cycles. • Provide general office assistance and support the Advisors for the Project and the Project Officer in the coordination of various administrative tasks, as they relate to the internal business process, oversight and quality assurance within the Project. • Assist with the monitoring testing and upgrading of Umoja’s system-related tasks, especially as they relate to the financial aspects of the Project’s work. • Assist in the preparation of the Project workplans and risk management matrix. • Provide support in the coordination and timely submission of the Project’s inputs and data on UNODC’s Annual Implementation Plans (AIPs) and Enterprise Risk Management (ERM) reports and treatment plans. • Assist with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making. • Assist with visualizations and updating information material such as web pages or brochures. • Performs other work-related duties as assigned.

Work Experience
A minimum of five years of progressively responsible experience in the field of finance, budget, accounting or other related field is required. The minimum number of years of relevant experience is reduced to three for candidates who possess a first-level university degree or higher. Strong computer skills, including proficiency in the use of MS Excel, spreadsheets and word processing applications is required. Proficiency and experience in grants, projects and fund management applications, is desirable. Experience working with an SAP system, such as the in-house Umoja, and in the customization of BI reports, is desirable. Experience as a certifying officer in the SAP system, Umoja, is desirable. Work experience with the United Nations system or similar international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this position fluency in English and French is required. Knowledge of Creole is desirable. Knowledge of another official United Nations language is an advantage.
