- Support client departments on interpretation and implementation of HR policies, guidelines, and procedures on non-vacancy driven promotion, performance management, employee life cycle actions, reassignment and transfers, outposting, mobility, talent reviews, short term assignment, and learning and development.
- Gather and analyze data needed for the preparation of the annual workforce planning and analysis and recommend appropriate actions to ensure optimization of human resources.
- Support client departments in identifying, developing, and assessing their talent pipeline.
- Ensure timely processing of non-vacancy driven staff actions (PLCA, management-initiated transfers, outposting and return to duty station, end of probation, end of fixed term appointment/assignment, underfilling recommendation, normal retirement age extensions, special leave without pay and related return from SLWOP) and oversee/manage update of relevant HR systems and records.
- Contribute to HR initiatives including coordination across different BPMSD divisions/units.
- Review non-recruitment related processes and propose improvements including updates of relevant templates and systems.
- Provide on-demand career development advice and counselling to staff, including facilitating access to coaching and individual training interventions, as appropriate
- Support the implementation of several HR programs including Country Director and Deputy Country Director selection and placement, batch outposting, Young Professional Program, Internship Program, and secondments/sponsor-funded programs.
- Perform other tasks as assigned and reflected in the incumbent’s workplan.
Qualifications
You will need:

- Bachelor’s degree in human resources, economics, psychology, social sciences, business administration, or related fields
- At least 6 years of relevant professional experience with knowledge and understanding of HR policies, processes, and procedures
- Demonstrated knowledge of position management
- Ability to undertake background research and analysis on difficult but well-defined tasks, collect and organize required data and information, and prepare notes, papers and sections of reports.
- In-depth understanding of the interactions between different work areas and relevant workflows and their purposes.
- Good analytical thinking with ability to make simple causal links, pro-and-con lists and analyses to reach a decision; and set priorities for tasks in order of importance.
- Ability to liaise and work effectively with other staff within own work location and with other colleagues
- Excellent oral and written communication skills in English.
