PADF’s Migration team seeks a Program Associate highly interested in migration issues, program management, and monitoring and evaluation for its programming in Aruba & Curaçao. Reporting to the Senior Program Coordinator in Curaçao, the Associate will support program management efforts and assist program managers and directors in ensuring timely and successful delivery of objectives and milestones for both islands. The Associate will provide support in monitoring, evaluation, accountability, and program reporting, and will assist in the demonstration and measurement of PADF’s program’s impact and outreach.

This position is based in PADF’s Willemstad, Curaçao office.

Essential Duties and Responsibilities

Program Support 

  • Support general program management efforts, including contributing to technical reports, budget tracking, drafting contracts and agreements, and preparing payments for program activities and outputs.
  • Assist with reviewing and analyzing documents and information received from partners and/or field teams.
  • Assist in tracking sub-partners’ performance, providing feedback, guidance, and assistance to ensure successful program implementation.
  • Assist in the monitoring and evaluation of key data and indicators for the project together with staff in Washington D.C.
  • Ensure all project grants and partner organizations comply with PADF donor regulations.
  • Assist in research, analysis and monitoring of the implementation of the project in the field.
  • Work closely with other programmatic staff in the development and monitoring of project activities.
  • Support with new business development and proposal drafting processes.

Monitoring and Evaluation

  • Work directly with sub-awardees and field-based staff towards the collection and maintenance of project indicators.
  • Review project indicators to ensure the authentication of quantity and quality of program achievements.
  • Assist with all data management processes, including cleaning, standardization, and unification.

Required Qualifications

  • At least one (1) year of work experience in international development, non-profit or social enterprise, economic development, corporate social responsibility, and/or education.
  • Bachelor’s degree in international studies, international development, gender, humanitarian assistance, law, public policy or administration, business administration, economics, statistics, sociology, or related field.
  • Fluency in English and at least an intermediate level of Spanish.
  • Demonstrated experience using advanced Excel.
  • Proven experience and skills in developing monitoring, and evaluation tools.
  • Ability to travel as necessary, within the U.S., Latin America, and the Caribbean.
  • Experience within and/or knowledge of the Latin America and Caribbean region and some understanding of regional dynamics.
  • Experience working with migration issues / organizations and donors is a plus.
  • Exposure to / experience in program management and proposal development is preferred.
  • Master’s degree in international studies, international development, gender, humanitarian assistance, law, public policy or administration, business administration, economics, or related field preferred.
  • Experience in the use of statistical computing software such as R, Tableau, PowerBI, or similar is a plus.
