The specific language requirements for this position are detailed hereunder. However, external candidates applying for the professional category vacancies and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed, they will be expected to acquire a knowledge of a second working language of the Office during their initial years of service.

Introduction

The position is located within the Internal Communication and Branding Unit of the Department of Communication and Public Information (DCOMM).
DCOMM works with all departments at ILO headquarters and field offices to deliver the global communication strategy and is responsible for ensuring a common approach to ILO communication. This involves creating engaging content, managing dissemination processes and platforms, as well as offering the services and training needed to ensure that ILO communication is consistent in message, look and practice at the global, regional and local levels.

The main role of the position is to create engaging multimedia content for internal audiences, contribute to internal communication and networking events, support communication for major organizational events, staff awareness and engagement campaigns and provide editorial coordination and support for the ILO intranet.

The incumbent will report to the Head of the Internal Communication and Branding Unit.

Specific Duties

1. Produce quality, engaging multimedia content and creative ways of conveying important information to ILO staff, including through the intranet and other internal communication channels.
2. Develop and accompany initiatives which promote communication and networking among staff, and feedback from staff, including through staff campaigns and surveys.
3. Organize and support the promotion and branding of creative and engaging staff events, including Town Halls, staff recognition and long service awards, and information sessions, including in-person and hybrid formats.
4. Support communications for major ILO events, both internal and external, working with the responsible department or unit and with stakeholders across the Office to provide guidance on communications, branding, broadcast and other communications outputs.
5. Support staff awareness and engagement campaigns which promote an inclusive and respectful ILO culture on priority themes defined with other stakeholders, including the greening of the ILO, disability inclusion and the prevention of forms of misconduct, including violence and harassment, sexual exploitation and abuse, and fraud.
6. Develop and maintain editorial guidelines for the ILO intranet. Provide editorial oversight for the intranet including the landing page, leadership pages and secondary portals of the intranet. Engage with, provide guidance and support intranet content creators to develop and maintain engaging, relevant and user-focused content on organizational priorities.

7. Assist with the editing and proof-reading of content in line with the Unit’s content strategy, in the three working languages (English, French and Spanish) and coordinate translation.
8. Monitor and evaluate user analytics for the intranet to assess engagement and effectiveness and provide recommendations for improvements.
9. Perform other relevant duties as assigned.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:

Generic Duties

  1. Originate, write and edit information material for dissemination. Commission, write or edit brochures, posters, press kits, articles and/or press releases.
  2. Conduct original research for information projects and publications. Analyze and prepare briefing papers on meetings and activities of the organization. Provide senior communication and public information specialists with regular updates on upcoming meetings, conferences and seminars, and with press reviews of articles published in the international media.
  3. Develop automated databases and mailing lists of target audiences, and provide information through such means as press releases, interviews, features, audio/visual productions, etc.
  4. Maintain contacts with media representatives and others to promote the activities of the organization. Ensure that responses to direct or indirect requests for information about the work of the organization promote better understanding of its objectives and activities.
  5. Act as focal point for liaison with identified substantive offices, obtain ongoing information about their areas of activity, arrange for meetings of representatives of substantive units, and brief communication and public information specialists accordingly.
  6. Evaluate the effectiveness of approaches to reach the media and public, undertake active follow up to increase impact, and assist in the launching of promotional campaigns.
  7. Organize seminars, meetings and discussions with media representatives and other concerned parties, and reply to specific enquiries.
  8. Compile and maintain audio/video (A/V) libraries. Conduct research for A/V projects, propose programme formats and technical approaches, coordinate technical standards and ensure the production of language versions, and verify that production work has been completed and within approved budgets.

Required qualifications

Education

Advanced level university degree (Master’s or equivalent) in communications, journalism or other relevant field.
A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned field(s) or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.

Experience

At least five years of professional experience in public information or related fields of work.

Languages

Excellent command of two working languages. One of these languages must be English. Knowledge of a third working language would be an advantage.

Excellent writing skills. Experience of internal communication and staff engagement campaigns. Experience of intranet and website editorial coordination and project management. Good knowledge of tools and techniques for digital content creation, both written and audiovisual. Ability to adapt message to culturally diverse audiences. Good knowledge of the Organization’s mandate and its programme of activities. Good interpersonal and communication skills and strong experience of Sharepoint would be an asset. Ability to work on own initiative as well as a member of a team. Good analytical skills. The ability to work in a multicultural environment and to demonstrate gender-sensitive and non-discriminatory behaviour and attitudes.

Conditions of employment

  • Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
  • The first contract will be issued for a twenty-four month period.
  • A successful external candidate will be on probation for the first two years of assignment.
  • Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
